Excise tax increases hills have been proposed in 28 states, passed in seven:

Massachusetts Joint Taxation Cmte placed 8-cent cigarette tax hike (S 1446) in study "61~his week...revenues were to fund prescription drug subsidy program. Going to the Governor is H79, wo~place, public smoking restrictions...restaurants were amended out. Advertising, vending, and clove cigarette bans are dead for the year, but carry over to 1988.

The Missouri House defeated House Committee Substitute for House Bills 206, 29, 288 and 523 (Smoking restrictions) by a vote of 62-77.

Contacted Dr. David Weeks regarding his testimony on HB 67 before Health Committee on May 20.

I. Get O.K. for restaurants to increase smoking section from 1/3 seating capacity to 50% if demand calls for it. 2. To eliminate requirement for "activated charcoal filtration systems", get 'general' standards for existing systems. 3. Loosen work place requirements to allow reasonable smoking areas for employees and customers.

H.B. 2069 on 5/16/87 passed Senate a substantially amended bill which adds to existing S/R law only a provision prohibiting employment discrimination against any person, smoker or non-smoker, who protests existing smoking policy in a state agency. Bill went to House committee of the whole where no changes were made. Final House approval was given on 5/17. This was a long full session battle in which Hoffman was able to maneuver us virtually unscathed through some very difficult situations.

Oklahoma House Bill 1061 (Omnibus tax bill -- 5 cents per pack cigarette tax increase) was approved by the House 53-45 and 31-13 by the Senate.

Final House approval was given on 5/17. This was a long full session battle in which Hoffman was able to maneuver us virtually unscathed through some very ~i~fficult situations. He deserves a "welldone" for t hTs~o.n e.

Would require disclosure of chemical substances used in manufacture of cigarettes and designation of those determined to be "toxic" substances.

An amendment to delete the 4-cent cigarette was defeated by a vote of 18 yeas, 17 nays "motion to lay on the table". Another amendment to sunset increase after two years was also defeated by a vote of 17 nays to 16 yeas. This bill is now ready for Conference Committee.
