He did a study which disputed a "Japanese Study" of early 1980s that concluded nonsmoking wives of smokers had a higher cancer rate than the smoking husbands (E. Whelan 1984). In an early 1980s ad, R.J. Reynolds Tobacco Company quoted Garfinkle, out of context, to attempt to prove that passive smoking is not an important health-policy issue. Garfinkle protested by letter to the N.Y. Times (L. White, Merchants 1988).

INTRDDU~rION
IN TIIIS BOOKLET we proudly present the vol-
unteer leaders of the American Cancer Soci-
ety .most of them with long and distin-
guished records in cancer control-who will
help guide the nation's fight against cancer
in 1089. These volunteers serve the National
organization as Delegates, Directors. Past
Officer Directors, or Honorary Life Members.
The: lieu,so rff De]egales is composed of 194
members'. 11:i are Division Delegates, 36 are
Proportional Delegates on the basis of popu-
latioo and 42 are Delegates-at-Large. Past
Officer Dircclors and Honorary Life Mem-
bers do not vote but do have privileges of the
floor and an opportunity to serve on commit-
tees. There arc 40 Honorary l,ift~ Members,
persons of eminence who have rendered
outstanding services in the cause of cancer
control, and ]0 Past Officer Directors who
have served in high office.
Included among the responsibilities of the
House of Delegates are the election of Direc-
tors. amendment of the Articles of Incorpora-
tion and Bylaws. the formulation of basic
policy, and providing a forum for communi-
cations between ACS Divisions and the na-
tional organization.
The Board of Directors is composed of 116
members of the House of Delegates {58 of
them physicians or other scientists]; 74
Delegate-Directors, one from each of the 50
states. District nf Columbia and Puerto Rico
plus 29. additional on the basis of popula-
tion: 42 Directors-at-Large who are elected
by the Delegate Members at the Society's
Annual Meeting and are equally representa-
tive of medical and lay leadership. The Board
manages the affairs of the Society, including
the establishment of a policy framework
within which the entire Society operates, the
election of uational officers, executive com-
mittee and medieal-scientlfi~ committee
members, and the policy direction of Na-
tional Office operations.
These are men and women who have pro-
vided active leadership in the fight against
cancer for many years and continue to give
of their special knowledge, experience and
