In the final analysis, each individual bears the major re-
sponsibility for his own health. Unfortunately, too many of us fail
to meet that responsibility. Too many Americans eat too much,
drink too much, work too hard and exercise too little. Too
many are careless drivers.
These are personal questions, to be sure; but they are also
public questions. For the whole society has a stake in the health
of the individual. Ultimately, everyone shares in the cost of his
illnesses or accidents. Through tax payments and through insur-
ance premiums, the careful subsidize the careless; the non-
smokers subsidize those who smoke; the physically fit subsidize
the rundown and the overweight; the knowledgeable subsidize
the ignorant and the vulnerable.
It is in the interest of our entire country, therefore, to
educate and encourage each of our citizens to develop sensible
health practices. Yet we have given remarkably little attention
to the health education of our people.
Most of our current efforts in this area are fragmented and
haphazard-a public service advertisement one week, a news-
paper article another, a short lecture now and then from the
doctor.
There is no national instrument, no central force to stimu-
late and coordinate a comprehensive health education program.

Committee O,n Health Education
R. HEATH LARRY, chairman of the Presi-
dent's Committee on Health Education, is
vice chairman of the board of directors of
U.S. Steel. Mr. Larry is a member of the
~ National Commission on Productivity, ap-
pointed to that body by President Nixon,
and a member of Governor Rockefeller°s
Steering Committee on Social Problems.
He also serves as a board member of the
Bituminous Coal Operators Association.
R. HEATH LARRY He is a president of the Hospital Council
of Western Pennsylvania and is a trustee of Grove City College,
the National YMCA Retirement Fund, and the U.S. Council of the
international Chamber of Commerce, Inc.
LEROY E. BURNEY, M.D. is President of
the Milbank Memorial Fund, New York
City. Dr. Burney was appointed Surgeon
General of the U.S. Public Health Service
by President Eisenhower in 1956 and
served in that assignment until 1961. Dur-
ing that time he also was chairman of the
U.S.delegation to the World Health As-
sembly and was its President in 1957. Dr.
Burney is a former President of the Na-
tional Health Council and the Association
of State and Territorial Health Officers,
National Commission for the Study of
Education.

WALTER J. McNERNEY, President of the
Blue Cross Association, is vice chairman
of the President's Committee on Health
Education. He is president of the National
Health Council, a member of the program
committee of the Institute of Medicine, Na-
tional Academy of Sciences, and president
and chairman, Council ef Management of
the International Federation of Voluntary
Health Service Funds. In 1970, Mr.
McNerney served as chairman of HEW
Force on Medicaid and Related Programs•
JOSEPH A. BEIRNE
JOSEPH A. BEIRNE is President of the
Communications Workers of America and
a member of the Executive Council of the
AFL-CIO, serving as chairman of its Inter-
national Affairs Committee. He also is pres-

International, secretary-treasurer of the
American Institute for Free Labor Develop-

JOY G. CAUFFMAN, Ph.D. is an associate
professor in the School of Medicine at the
University of Southern California. She has

Health Advisory Committee of the Public
Affairs Committee, Inc., and of the New
York State Board of Examiners for Nursing
iRVING S. SHAPIRO Home Administrators. He is a Fellow of the
American Public Health Association and of the Society of Public
Health Education, and is a member of the Association of Teachers
of Preventive Medicine.
CHARLES A, SIEGFRIED is Vice-Chairman
of the Board and Chairman of the Execu-
tive Committee of Metropolitan Life Insur-
ance Company. He has served on HEW's
Advisory Council on Social Security, on
the Department of Labor's Advisory Coun-

SCOTT K. SIMONDS, Dr. P.H., is Professor

He is on the Board of Directors of the
Epilepsy Foundation of America, and a
member of the Advisory Committee on
Community Health of the National Com-
mission for the Study of Nursing and Nurs-
ing Education. Dr. Simonds is the imme-
diate past president of the Society for SCOTT K. SlMONDS
Public Health Education, and has served recently as consultant for
the World Health Organization, the Pan American Health Organi-
zation, the U.S. Public Health Service, the National Health Service
Corps, and the White House Conference on Food, Nutrition and
Health.
J, HENRY SMITH is President of the Equit-
able Life Assurance Society, New York
City, and serves as a director of the Life
Insurance Association of America and
The Institute of Life Insurance. In addition,
he is a member of the Executive Commit-
tee of the Association of New York State
Life Insurance Companies. Mr. Smith has
been chairman of the Health Insurance
Council and is past president of the Health
Insurance Association of America. He was J. HENRY SMITH
appointed to the President's Commission on Income Mainte-
nance Programs in 1968 and to the Governor's Advisory Com-
mission on Social Concerns in 1970.

ELLA LOUISE STROTHER is President of
the Provident Comprehensive Neighbor-
hood Hea~th Council, Baltimore, Md., and
executive vice president of Girl Scouts of
Central Maryland. She also serves as a
board member of the National Consumers
Health Committee and was a member
of the resident advisory board to the
Commission of Housing and Urban
Development.
PEGGY WRIGHT WOOD is Director of Pub-
lic Health Social Work for the Onondaga
County Department of Health in Syracuse,
N.Y. She was formerly a member of the
National Advisory Board Planned Parent-
hood of America, National Committee for
Publications, Girl Scouts of America, Syr-
acuse and Onondaga County Commission
for Human Rights and the Governor's

PEGGY WRIGHT WOOD Procedures in the Area of Human Rights.
She is a member of the American Public Health Association, New

RICHARD P. McGRAIL has been Deputy
Executive Vice President of the American
Cancer Society, Inc., since 1961 and has
served the Society in various capacities
since 1946. A member of the New York
County Lawyers Association and the Nas-
sau Bar Association, Mr. McGrail is Imme-
diate Past President of the National Health
Council, and now serves on its Board.
RICHARD P. McGRAIL
ELLIOT LEE RICHARDSON served as
United States Secretary of Health, Educa-
tion, and Welfare from June 6, 1970, until
his confirmation as Secretary of Defense
in 1973. Prior to that he was Under Sec-
retary of State. From 1964 to 1966, as
Lieutenant Governor of Massachusetts, he
coordinated the state's health, education
and welfare programs and headed the
task force which produced the Commu-
nity Mental Health Act and developed a ELLIOT L. RICHARDSON
multi-service agency program. He was elected Attorney General
of the Commonwealth in 1966. The Secretary is a former member
of the Board of Overseers of Harvard College and is a mem-
ber of the Council on Foreign Relations, a Fellow of the American
Academy of Arts and Sciences, and a Fellow of the American Bar
Foundation. He was appointed by President Nixon to the Board
of Governors of the American National Red Cross.
