Randall Berg is Director of Compensation and Benefits for Libbey-
Owens-Ford Company in Toledo, Ohio. In a union environment, Mr.
Berg has developed and implemented cost management strategies
which have had significant impact in limiting the size of current
and future liabilities for the company's retiree health and
pension plans. Before joining Libbey-Owens-Ford, Mr. Berg was
Director of Compensation and Benefits for the Seven-Up Company.
Fred Bodendorf, Ph.D. is Assistant Director for the Pennsylvania
Health Care Cost Containment Council. He is responsible for the
development and implementation of the Council's data collection,
analysis, and dissemination poli~ies. Dr. Boden~orf developed
the Uniform Claims/Billing Form for all Pennsylvania providers
and the "Hospital Effectiveness Report", the first report in the
country to include cost and quality of care as measured by
severity and outcomes. Prior to joining the Council, Dr.
Bodendorf was Chief of Health Economics and Pacilities Review for
the Arizona Department of .Health Services. He received his Ph.D.
from the University of Utah.
Ian Bovey is ASsistant Vice President, Human Resources at
Northern Telecom Canada Limited. He is a member of the Health
and Welfire Committee of the Canadian Chamber of Commerce and
past President of the Canadian Pension Conference. He has also
served on the Advisory Board of the Compensation Research Centre
of the Conference Board in Canada. He was educated at McGill

Philip Caper, M.D. is Chairman of the Board of the Codman
Research Group, a New Hampshire-based health research, consulting
and software firm, specializing in applications of "small area"
population-based analysis of the utilization and cost of medical
services. Dr. Caper also is Professor of Public Policy at
Dartmouth Medical School, and Lecturer in Social Medicine and
Health Policy at Harvard University's School of Medicine. He has
served as Vice President for Health Affairs at the University of
Massachusetts Medical Center, and as a professional staff member
of the U.S. Senate Labor and Human Resources Subcommittee on
Health.
Bruce Carlson is Director, Health Care Programs at James River
Corporation in Richmond, Virginia. His responsibilities include
strategic planning and design of health care benefits for the
corporation, including vendor selection and provider relations.
He is also involved in educating management and unions on a
variety of health care issues. Before going to James River, Mr.
Carlson held positions in product development, strategic planning
and marketing for the American Can Compahy. He is a Corporate

David Himmelstein, M.D. is Assistant Professor of Medicine at

system reform, including "The Pitfalls of Private Medicine" which
appeared in The Lancet. He received his medical degree from
Columbia University.
Ronald Hovis is Director of Benefits for Southwestern Bell

planning, directing and coordinating the implementation of a wide
variety of national programs to stimulate and enhance employment
and training opportunities for people with disabilities. He
directs a 38 member staff and manages a $2.5 million budget. Mr.
Rochlin initially joined the President's Committee as Executive
Assistant to the Chairman in January 1985, on executive loan from
AT&T, where he was a human resources executive.
John D. (Jay) Rockefeller, IV was elected to the United States
Senate in 1984 from West Virginia, where he had previously served
as Governor from 1977-1984. Senator Rockefeller is Chairman of
the newly established Subcommittee on Medicare and Long Term Care
of the Senate Finance Committee. He also serves on the Finance
Committee's Subcommittee on Health for Families and the
Uninsured, and is Chairman of the Bipartisan Commission on
