I believe that representatives of Philip Morris have been instrumental in the drafting of the bills, along with some Wisconsin labor unions. T~e bil~s were the subject of discussion at a meeting at the Wlsconsln Manufacturers and Commerce (WMC). Accordlng to a report I received from this meeting, "the tobacco companies have agreed to amend the proposal to permit some smoking restrictions and actuarial justified discounts". I am further informed that after some debate, the WMC voted (against the staff recommendation of neutrality) to oppose the measure. AB 570 has been scheduled for a hearimg on Wednesday, O~tober 30, 1991 at 8:30 a.m., in Room 314 I have tentatively placed SB 292 and AB 570 on the TI Legislative Roster in a ,Watch & Report 3" category pending a decision by TI on what our position will be.
