Abstract

The first phase of phone banking designated TAN members is complete in Region IV. During this phase of activity, TAN members were asked if they received the Mozingo communication, if they contacted their member of Congress and what, if any, response they received from their member of Congress. As of this writing, a final count/breakdown of responses has not been compiled. However, the vast majority of people'contacted were coded as "highly posse."

Pursuant to the 4/10/87 memorandum, the following been initiated and is progressing satisfactorily: activity has Phone banking will commence for all designated TAN members in those appropriate Congressional districts on or about May 12, 1987. This effort is to I ) ascertain if each member received the Mozingo communication ("Enough is Enough"), 2) have these TAN members communicated with their member of Congress, and 3) what was the response of that Congressional member? Retail tobacco merchants in those targeted Congressional dis- tricts are being contacted through our distributors segment in order to alert these businesspeople to the economic hard- ship embodied in an FET increase. We are obtaining hand-outs from Michael Brozek for retailers outlining I) who to call, 2) what to say, and 3) how to report. These hand-outs will be distributed by wholesaler associations. The tax is highly regressive. It would be a sneaky way to raise taxes to fill the budget deficit. In Georgia, another 16-cent increase would cause the loss of jobs. Lost income and benefits would amount to $25 million a year. That's because any increase the tax cuts compensation accordingly. the estimates I have seen indicate 919 in Tobacco, which is important to Georgia, is always an easy. target.
