Dear Senator Kennedy:
I urge that you take a strong stand against the anti-smoking bill
that would ban smoking aboard domestic airline flights of two
hours or less.
Smoking aboard aircraft is already sharply restricted. Every
passenger is guaranteed a "non-smoking" seat even if a smoking
section must be reduced or eliminated to satisfythat guarantee.
A smoking ban would pose serious compliance problems and signi-
ficant administrative and practical problems for airlines and
passenqers alike. Therefore, I believe that legislation to ban
smoking on board commercial aircraft is unwarranted and
inappropriate.
As a voter and concerned citizen, again, I strongly emphasize
that you take a strong stand against the anti-smoking bill.
The time has come to stand up and fight back against this small
group of anti-smoking zealots who are trying to destroy the
rights of every American.

Thank you for contacting me to express your opposition to
~h~ .... =.~omos=~= __ smoking ban on short a[r!ine flights.
.~ appreciate
knowing of your concern that such a ban would unnecessarily
restrict the rights of smokers.
Advocates of the smoking ban on flights of two hours or less
are concerned about the health effects of smoke in a closed
environment. Reports by the National Academy of Sciences and the
U.S. Surgeon General have noted the dangers of "passive
smoking." Additionally, the closed environment and recirculation
of air endemic to air travel is said to compound the health
dangers of smoking. A smoking ban could make flying safer for
the traveling public and airline employees.
As you probably know, the House of Representatives approved
H.R. 2890, the transportation appropriations bill, including a
smoking ban on all flights of two hours or less. As Chairman of
the Transportation Subcommittee of the Senate Appropriations
Committee, I will be carefully examining proposals for a smoking
ban this fall when the Subcommittee considers ~ts version of
H.R. 2890. The Subcommittee will have to consider the merits of
a ban and the various means of enforcing it, should one be
imposed. The effects on both smokers and non-smokers must be
taken into account.
Please be assured that your concerns will receive my close
attention at that time. I hope you will continue to contact me
about issues of concern to you. Having the benefit of your views
is important to me.
