Dear Paul:
I appreciate your contacting me with regard to recent legislation
which would ban smoking on domestic airline flights. Representa-
tive Durbin a~thored an amendment to the House of Representa-
tives' transportation appropriations bill which would specifical-
ly ban smoking on flights of two hours or less, approximately 80
percent of domestic flights. The Senate Transportation Appropria-
tions Subcommittee will be taking up.~his legislation shortly,
and I hope similar or improved provisions will be included by the
Senate as well.
You may also be aware of Senator Hatch's bill to prohibit smoking
in public conveyances, S. 51. It has been referred to the Commit-
tee on Commerce, Science, and Transportation. Senator Hatch's
proposed legislation would ban smoking in buses, planes, and
trains and also restrict smoking to designated areas of termi-
nals. It would also ban smoking in public restrooms in termi-
nals.
The push for a smoking ban is in part the result of recent re-
search reports by the Surgeon General and the National Academy of
Sciences. I understand this is a controversial issue, but frank-
ly, as a non-smoker who flies almost every week, I support a ban
on smoking in aircraft. I will, however, be very mindful of your
comments on the Durbin Amendment as the Senate Appropriations Com-
mittee considers this issue.
