I have been made aware of an effort in the Senate Committee on
Appropriations to ban smoking on most, or perhaps all airline
flights in the United States. As I understand it, this effort
comes from the committee's SubCommittee on Transportation.
As a representative of one of the leading tobacco states in
America, I hope you will take stern measures to ensure that
tobacco consumers, as well as producers aren't subjected to
additional discrimination by a move such as this. As I'm
sure Zou know, credible information shows that this move is not
from the general~patrons of the airlolnes, but instead, from a
small handful of individuals or groups who are determined to
use the government to ridicule a sector of our population into
changing their ohoi~e of lifestyle.
We appreciate your support in the past, and look forward to
your continued leadership on behalf of tobacco.

Dear Senator Metzenbaum,
Last month the U.S. House of Representatives approved by a narrow
margin a floor amendment to the Transportation Budget that in effect, bans
smoking on all domestic airline flights of two hours or less. This action
was taken without the benefit of a thorough evaluation of the question
at hand, and represents an unwarranted attempt to regulate the personal
behavior of individual citizens.
While government should maintain an interest in the health of its
cątązens, it should use its powers judiciously and only after a fair
and complete evaluation of the evidence. This is particularly true when
individual liberties are involved.
Current aircraft smoking restrictions are more than adequate,
guaranteeing a no-smoklng seat to every passenger who wsnts one. In short,
the scales are already heavily tipped in favor of those who do not smoke
and especially when one considers it would take nine days of non-stop
flying to be exposed to th~ nicotine equivalent of one cigarette.
I encourage you to oppose the proposed smoking ban on airplanes and
focus on the truly serious problems confronting our nation's airlines.
