|l -- STATE SEP 2 1987 Tobacco History Corporation, Inc. 2828 Duke Homestead Road Durham, North Carolina 27705 w.w. "Billy" Yeargin, President David M. Welsh, Vice-President B.W.C. Roberts, Treasurer A. Dale Coats, Secretary Senator Terry Sanford SH-716 Washington, DC 20515 Dear Senator Sanford, August 25, 1987. I have been made aware of an effort in the Senate Committee on Appropriations to ban smoking on most, or perhaps all airline flights in the United States. As I understand it, this effort comes from the committee's SubCommittee on Transportation. As a representative of one of the leading tobacco states in America, I hope you will take stern measures to ensure that tobacco consumers, as well as producers aren't subjected to additional discrimination by a move such as this. As I'm sure Zou know, credible information shows that this move is not from the general~patrons of the airlolnes, but instead, from a small handful of individuals or groups who are determined to use the government to ridicule a sector of our population into changing their ohoi~e of lifestyle. We appreciate your support in the past, and look forward to your continued leadership on behalf of tobacco. Respectfully, BY:bd bc: Mr. Bill Balden, President The National Tobacco Council TI00~5-0840

C. 20510 Dear Senator Boren: This letter is to state my opposition to any further smoking restrictions aboard domestic airline flights. Such a ban is unfair and unnecessary. It is quite clear that the vast majority of the flying public is satisfied with existing airline smoking rules. As a frequent airline passenger who smokes, I am opposed to any further restrictions. Your consideration of this matter is appreciated. Sincerely, bcc: Roger L. Mozingo TAIq, Wash., D.C. T!0045.-0842

(614) 224-3435 JACK ADVENT Director o! Assoc~atlon Service~ Ohio Association of Tobacco and Candy Distributors "16 Ees~ Bro~d Strset Columbus, Ohio 43215 August 24, 1987 The Honorable Howard M. Metzenbaum United States Senate Washington, D.C. 20510 Dear Senator Metzenbaum, Last month the U.S. House of Representatives approved by a narrow margin a floor amendment to the Transportation Budget that in effect, bans smoking on all domestic airline flights of two hours or less. This action was taken without the benefit of a thorough evaluation of the question at hand, and represents an unwarranted attempt to regulate the personal behavior of individual citizens. While government should maintain an interest in the health of its • cątązens, it should use its powers judiciously and only after a fair and complete evaluation of the evidence. This is particularly true when individual liberties are involved. Current aircraft smoking restrictions are more than adequate, guaranteeing a no-smoklng seat to every passenger who wsnts one. In short, the scales are already heavily tipped in favor of those who do not smoke and especially when one considers it would take nine days of non-stop flying to be exposed to th~ nicotine equivalent of one cigarette. I encourage you to oppose the proposed smoking ban on airplanes and focus on the truly serious problems confronting our nation's airlines. Respectfully, Jack Advent 464 Illinois Ave. Westerville, Ohio 43081 T!0045-0844
