Federal Airline Smoking Ban Legislation
Last week, the Aviation Subcommittee of the House Committee on
Public Works and Transportation held extensive hearings on
smoking aboard alrliners. The focus of attention now is H.R.
598 (attached)., subcommittee Chairman 0berstar's (D-MN) bill
which would ban smoking on flights of any duration. Mark-up on
the bill is expected right after the House returns from its July
4th recess (July 1-9).
Sam Chilcote has asked that you and your legislative
representatives take full advantage of the July 4th break to
contact .subcommittee members and remind them of our strong
opposition tu Oberstar's bill. A list of subcommittee members
and their district office addresses/phone numbers is enclosed for
you and your legislative counsel. For further information on
members, check your Congressional Yellow Book. If you have
allies with strong connections with these members, please enlist
their aid as well.
I have "also enclosed copies of background information for you and
your legislative counsel to use when meeting and talking with
members of the subcommittee. The basic argument, however, is
simply this:
o When the two-hour temporary ban was put in pl~ce in April
1988, the Department of Transportation authorized a study to look
into all aspects of air cabin air quality and ventilation, not
just ETS. We agree with the DoT tha£ further action is
unwarranted until the results of that study are submitted next
year. The study is due out about the time that the temporary ban
is scheduled to end -- April 1990.
o The point is that even though the DoT study will not be
the last word on ETS and airliner cabin air quality, one would
think that thoughful lawmakers would want to see that study and
other data before rushing to ban smoking completely.
TO assist our federal efforts, we will need thorough reports on
your contact work during the July 4th break. Please contact me
with those reports just as soon as possible. As always, thanks
for your help.
