I I 1 Julia K. Sutherland FLEISHMAN HILLARD INC !'i;hli: Rela'mm, MEMORANDUM March 19, 1990 TO: Marty Gleason FROM: Julia Sutherland RE: Advocacy Institute Mailing Attached are three of the latest ACTION ALERTS from the Advocacy Institute's Smoking Control Advocacy Resource Center (SCARC). Two were mailed March 13 and one was mailed March 7. The first ACTION ALERT deals with the sale of single cigarettes in convenience stores in inner cities. The second deals with the Greensboro referendum to remove smoking restrictions, which was defeated in February. Also in the March 13 mailing was a copy of a Alcohol Advocacy Resource Center (AARC), a sister organization of SCARC at the Advocacy Institute, ACTION ALERT. This alert deals with the alcohol and tobacco advertising ban on San Francisco's public transit system. In addition, it discusses other cities that have previously instituted such bans. Page two of the alert points out that: "The history of these initiatives demonstrates that small forces may often be sufficient for effecting change. Public health advocates may find restricting alcohol and tobacco ads on public transit to be as easy as organizing a letter writing campaign, or influencing a key bureaucrat or transit staff member, or engaging an energetic reporter to publicize the issue." The March 7 ACTION ALERT deals with Philip Morris' "Smokers' Rights" legislative campaign. The Advocacy Institute is concerned about preventing smoking from becoming a civil rights and/or disability issue. In addition, a copy of Dr. Donald Garner's model legislation for smokers' rights is attached. Please call with any questions. enclosures cc: Susan Stuntz Brennan Dawson Sheila Consaul Martha Rinker Melanie Merkie Carol Hrycaj Kay Thomas IOK 0014111 I Washington. D.C. ; Atlanta.
