o This bill would create a Center on Tobacco and I-iealth out of
the existing Office on Smolcing and Health and increase its budget
to $25 million for fiscal 1992 alone. The Center, in turn, would
have responsibility for a$50 million educatic5n campaign, a $5
million workplace education program and $25 million grant
program. Mr. Chairman, my question is why are you calling for
this increase in an existing government program at a time When we
should practice fiscal restraint, and address critical shortages

such as AZDS, Medicare, homelessness, etc... ?
It seems to me we've lost sight of our priorities. Dozens
of other state and local programs are badly in need of financing,
from drug enforcement to infrastructure needs. I haven't gotten
any calls from state legislators begging for federal money tor
tobacco enforcement. The total cost of this bill is $110
million. if we've got money to spend, why throw it at this?
