Dear Mr. Maxwell:
The Evangelical Lutheran Church in America believes that tobacco products constitute a major danger
to
health and survival. We support limitations on the marketing of tobacco products wherever possible,
the
most visible presentation of health warnings, and urge our company to phase out tobacco products at
the
earliest possible time.
As beneficial owner of 120,000 shares in Phillip Morris Companies, Inc., through its Board of
Pensions, the
Evangelical Lutheran Church in America is transmitting to you herewith a shareholder proposal for
inclusion in the proxy statement for the next annual meeting of shareholders, pursuant to rule
14-a-8_of the
Securities and Exchange Commission.
A representative of the ELCA will be present at the shareholder meeting to move adoption of the
proposal.
Should management intdnd to recommend voting against the proposal, we request that the supporting
statement also be included in the proxy printed material.
A statement of proof of ownership is included among the enclosures.
If you desire, a representative of the ELCA would be prepared to discuss the substance of the
proposal with
management, prior to your deadline for printing the proxy statement.
