The Honorable William Althaus
Chairman of the Board of Advisors, National Smoker~ Alliance
William Althaus is chairman of the Board of Advisors of the National Smokers Alliance ('NSA)
and
a consultant to Burson-MarstelleCs Washington, D.C. offce. Before joining NSA, Althaus was the mayor
of York, Pa., having the'distinction of being the youngest person ever elected to that o~ee.
First elected in 1981, Althaus served three consecutive terms as mayor. In 1992, Althaus was
elected president of the U.S. Conference of Mayors where he previously held the position of vice
president
and chairman of the Advisory Board, among other positions.
Active in international affairs, Althans also has served on several international
delegations,
including the U.S. Delegation to U.S.-Japan Fellowship Exchange. In addition, he served as chair of
the
Delegation of U.S. Mayors to the Ierusalem Conference of Mayors and chairman of the U.S. Delegation
to Filch Conference of Great Cities of the Americas in the Dominican Republic. Althaus also

Jeanie R. Austin

Jeanie Austin is the co-chairman of the Republican National Committee (RNC). Serving her
third
term as co-chair, Austin actively works to build the Republican Party from the grassroots level.
Prior to her election as Co~hairman, Austin was state chairman for the Republican Party of
Florida
- the only woman to hold that position since the party's inception. During her tenure as state
chairman. .
Republican registration increased dramatically as did the number oĢ1ocal office holders.

Since her first election to the RNC in 1999, Austin has developed several programs designed to
educate party members on the state and local levels. She developed "Women Who Win," a seminar
designed to aggressively recruit women candidates that has trained over 1,000 candidates, campaign
managers and party members. Austin also developed "Spotlight on You" and "Nuts & Bolts," programs
that train county, chairmen and local party members on the mechanics of'running a political
campaign.
Twice naxned "Woman of'the Year" by the American Business Women's Association, Austin also
is
president of her own floor-covering business in Orlando, Fla.
Oscar Coffey Jr.

Oscar Coffey ~Ir. is president and chief executive officer of the U.S. African-American
Chamber of
Commerce. Since 1983, he has been working to create strategies for members of local chambers of
commerce to share in the collective buying power of African-American communities.
Besides his work for the U.S. African-American Chamber of Commerce, Coffey also serves as
president and chief executive officer of the Oakland/Alameda County Black Chamber of Commerce in
California. Holding this position for 20 years, Coffey has been coordinating strategies on the local
level.
While maintaining these important positions, Coffey pursued his own business interests.
Since
1981, Coffey has be~n president and CEO of the Chamber Center Developers, Inc., a $10 million
downtown development project in Oakland, Calif. He also has been a senior partner of the Housing
Rehabilitation of California, Inc. since 1983.
A recipient of numerous honors and awards, Coffey has been honored with a Presidential
Certificate of Appreciation and has received the National Forum for Black Public Administrators'
Outstanding Contribution Award and the NAACP Service Award, among others.
Born in New Orleans, La., Coffey attended the California State University at Hayward and
Walker's School of/,nsurance and Salesmanship in New Orleans.
John F. Droney Jr.

John F. Droney Jr. is a principal in the firm Levy & Droney, P.C. in Farmington, Conn.
Droney has a diverse legal, political and civic background. He served on the West Hartford
Town

Milton "Toby" Fitch Jr. is a North Carolina State Representative. First elected in 1985,
Rep. Fitch

Herge began his career in 1963 as an associate in the New York law firm Mudge, Rose, Guthrie

Bruce Herschensohn
Political Figure and Film Maker
Bruce Herschensohn is a well-known political figure and film maker. Most recently,
Herschensohn
was the 1992 Republican candidate for the U.S. Senate in California.
His career, though, did not begin in politics. A~er a brief stint in the U.$. Air Force,
Herschensohn started a career in film production in 195~, as film editor for General Dynamics. Fie
later
returned to Los Angeles and founded Herschensohn Motion Picture Productions, a documentary
production company that made films for both government and business. One of Herschensohn's most-
notable films of this time is the documentary "John F. Kennedy: Years of Lightrdng, Day of" Drums,"
which
was granted a non-partisan act of Congress to allow its exhibition in the United States.
In 1968, Herschensohn was appointed to the position of'Director of'Motion Picture and
Television
Service for the United States Information Agency ('USIA) by President ,rohnson. After four year~ ~nd
many awards, Her~hensohn resigned from USIA to begin his career i~ public service as Deputy Special
Assistant to the President in the N'Lxon Administration. He spent 1972 to 1974 advising the
president on
domestic and foreign policy.
Retundng to California, Hers~hensohn became involved in Republican politics. In 1978, he
became a political commentator f.or KABC-TV and KABC-AM and was known for his spirited debated
with former California Senator John Tunney.
Herschensohn has received many distinctions, including being named one of the nation's "Ten
Outstanding Young Men" in 1969 and receiving the second-highest civilian award, "The Distinguished
Service Medal," in 1972. He was a member of the founding Board of Trustees of The American Film
Institute with Charhon Hcston and Gregory Peck, and most recently, became a senior fellow at the
Claremont Institute in Montclair, Calif.
John Hillerman
Actor
John Hillerman is an actor who has enjoyed a successful stage, television and film career.
Hillerrnan is well-known for his portrayal of Jonathan Quayle Higgins on the hit television series,
"Magnum P.I."
Hillerman began his career in the U.S. Air Force. While stationed in Fort Worth, Texas,
Hillerrna~n
joined a community theatre group and realized he should pursue a career in acting. AJter his release
from
the Air Force, he moved to New York and enjoyed an active stage career,'appearing in more than 100
leading roles in such plays as "Othello," "Our Town, .... Death of a Salesman" and "The Seven-Year
Itch."
He3ater~noved to Washington, D.C., where he spent four years at the Theatre Club, starring in
virtually
every production presented during that time.
AP~er 15 years on the stage, he set offfor Hollywood to pursue a movie and television
career. He
was recognized by producer/director Peter Bogdanovich and has since been cast in 21 movie roles,
including "The Last Picture Show," "What's Up Doe?," "China Town" and "Paper Moon." In addition to
his big screen career, he has made more than 300 television appearances during his 24 years in
California,
ranging from super sleuth Simon Brimmer on "Ellery Queen!' to Bonnie Frazddin's boss in "One Day at
a
Time."
Hillerman's most popular role, though, was as the acerbic, ex-British army veteran, Jonathan
Higgins, in "Magnum P.I." He enjoyed this role for more than eight years, receiving both an Emmy and
a
Go|den Globe Award as Outstanding Supporting Actor.

When "Magnum" ended, Hillerman took a brief

hiatus and then accepted the role as Sandy Duncan's father in "The Hogan Family." He also has made
numerous appearances on television series, including "A~sault and Matrimony," CBS's "Street of
Dreams," "Murder She Wrote," "Hart to Hart" and NBC's three-pan, six-hour series, "Around the World
in 90 Days." Most recently, he spent a year in Berlin filming "Berlin Break" for European
television.
Although most people believe Hillerman is British, he is a native of Denison, Texas. He
attended
the Urtiversity of Texas, where he majored in journalism.
Fred M. Hodges

Fred M. Hodges III is vice president of sales for the Bailey Marketing Group. Working as an

Hodges began his career in 198 I, working in the leaf department of the Universal Leaf

Kelly is a prominent national senior political strategist and fund-raiser for the National

from full-time voluntary positions as national treasurer from 1979 to 1981 and national finance

A prominent participant in state wide affairs in Connecticut, Kelly is a member of several

boards, including the national board of the Institute of Living at St. Francis Hospital arid Medical
Center in
Hartford, Conn. He is co-chair ofthe National Conferenc~ of Christians and Jews and a member of its
National Board of Governors. He also served as a member of the board of regents of Georgetown
University in Washington, D.C., and as a member ofthe board of visitors of its graduate program on
public policy.
Kelly graduated magna cure laude from Georgetown University and holds a juris doctor from

Yale Law School in New Haven, Corm., where he served as an editor of "The Yale Law Journal." He has
received numerous awards, including the John Carroll Award from Georgetown University and the Yale
Law School Association Distinguished Service Award.
Louise T. Lindbiom
Media and Advocacy Director, National Urban Coalition
Louise T. Lindblom is the media and advocacy director of the National Urban Coalition. In
this
role, she manages media activities, produces coalition publications, directs the advocacy and
governmental
affairs efforts and prepares proposals for foundation and government funding.
Lindblom began her carver as executive director of the Alabama Democratic Party. She spent
eight years in this position until she moved to the Democratic National Committee (DNC) in 1982. She
served as executive director of the Compliance Review Commission and as executive director of
Credentials Committee for the 1984 Democratic National Convention during her three years at the DNC.
In 1985, she lei~ to operate Process, Inc., a Washington, D.C., consulting firm. She became the
director

Andre Morgan

Andre Morgan is partner in Ruddy & Morgan Productions, a successful motion picture and
television production and sales company. In this role, he puts to use 20 years experience in the
international entertainment industry managing a multi-million dollar production and development
slate.
The company has developed and produced films such as "Ladybugs," starring Rodney Dangerfieid;
"Farewell to the King," starring Nick Nolte; and "Speed Zone," starring John Candy, Eugene Levy and
Brooke Shields. "
Morgan began his career when he joined the Golden Harvest Group of Companies in 1972.
Morgan's success as producer of the Bruce Lee hit, "Enter the Dragon," led to four years of
producing a
variety or" films on tour continents. In 1976, his responsibilities expanded to the designing and
staffing of
an international sales and marketing division as ~ssistant general manager of Panasia Films, Ltd.
In 1978, Morgan became director and chief operating officer of Golden Cornmurtications, the
international motion picture production and distribution company. In this role, he packaged and
supervised the production of 10 motion pictures, including "Cannonball Run," "Cannonball Run II,"
"High
Road to China" and "Lassiter." He left Golden Communications in 1984 to form Ruddy & Morgan.
Morgan majored [n history, Asian studies and Orienta~ languages and literature at the
University of
Kansas. He is fluent in Mandarin and Cantonese.
Dave Myer~

Dave Myers is owner of Dave Myers & ,Associates, a company that designs and sells energy-
e~cient lighting systems to business and government. A. skilled marketing and general management
executive, Myers has more than 2O years of diverse experience.
Myers began his career in the U.S. Air Force in 1965, serving as sergeant until 1969. From
the Air
Force, he moved to BOMAG USA, a manufacturer of'construction machinery, where he worked as
director of sales and marketing for 15 years. He later became president and chief executive officer
of
Candlewood Utilities, Inc., a water and sewer utility company. In 1984, he also became president and
co-
owner of Candlelite Homes, a mobile home sales and service company.
In 1987, Myers joined the National Federation of Independent Business ('NFIB) as a field
representative. In this position, Myers was responsible for expanding the membership of this
national,
small-business lobbying organ;-ution. Moving to R.L. Polk & Co. in 1989 as regional manager for Ohio
and Indiana. Myers managed sales operations for this publisher of city directories until he left to
form
Dave Myers & Associates in 1992.
A strong advocate for smokers' rights, Myers founded the League for Smokers' Rights in 1993.
This national organization was created to protect the freedoms of and fight excessive taxation of
smokers.
Studying electrical engineering, Myers attended the University. of Minnesota.

Lyn Nofziger

Lyn Nofziger is president of Nofziger Communications, a Washington consulting firm.
Nofziger began his career as a newspaper reporter in 1950 with the Copley Newspaper in
California. He served as a Washington correspondent for Copley fi'om 1958 to 1966, when he returned
to
California to become the press secretary for Ronald R.e~ga.n's first race for governor.
When I~,e.~ga_n was elected, Nofziger served as his director of communications for two years
before
leaving to become a political consultant.
Over the nex~ I I years, Nof~ger held numerous political positions, including serving as
deputy
assistant to President Nixon for congressional relations; deputy chairman for communications of the
Republican National Committee; numerous roles in the Reagan and Ford-Dole presidential campaigns;
executive vice chairman of Citizens for the Republican. Reagan's politica~ action committee; deputy
chairman for finance and press secretary in Reagan's successful 1980 presidential campaign; and
assistam
to President Reagan for political affairs. He also served as a senior advisor on the Reagan 1984 re=
election campaign.
In 1982, Nofziger founded Nofzlger & Bragg Communications, a government consulting firm, and
left it in 1988 to form Nofziger Communications.
Nof_ziger is a graduate of San Jose State College with a degree in journalism and a veteran of
'*Vorld Wax II. He is the author of two books, "Nofr_.iger," a political memoir, and "Tackett," a
novel.
Marc E. Rotterman

Marc E. Rotterman is the president of the John Locke Foundation. a fi-ee-markct think tank
based
in Raleigh, N.C. and a partner in Rotterman & Associates, a government, communications and public
relations consulting business.
Trained in media communications, Rottcrman spent several years as a news announcer and radio
"talent" for a California public radio station. In 1980, Rottcrman joined the Reagan presidential
campaign
staff where he worked as the assistant to thedeputy domestic policy advisor. ARer President Reagan's
election. Rotterman worked as the administrative assistant to the domestic policy advisor of the
presidential transition team.
When President Reagan assumed office, Rotterman joined the staffofthe u.S. Secretary of
Transportation as a special assistant to the deputy secretary. Later, he sĒtrved as special
assistant for
public affairs for the secretary of Flousing and Urban Development.
Rorterman ieR government service in 1984 to manage a successful congressional race in North
C;,-olir, a. After the election, he was asked to serve in the newly-elected governor's
administration as the
public affairs director of one of the state's largest agencies.
Rottcrman founded Rotterman & Associates in August 1985 and has worked with a cross-section
of campaigns -- from secretary of state races to the presidential races of 1984, 1988 and 1992.

Joseph A. Ruggiero is chief counsel for the Democrmic Party in Connecticut. He also is a

Rugg~ero began his legal career in 1971 as an associate with Watstein & Watstein, Attorneys

later vice president of Continental Airlines. He left this post to work as director for Robert F.

In 1973, Salinger returned to his roots in journalism. Having started as a copy boy and

award-winning investigative reporter at the ~ Frcmcisco Chronicle, Salingcr became roving editor of
L'E.rpress in Paris before moving to ABC News in 1978. Salingcr served as ABC's Paris bureau chief
for
nine years. In 1983, he became the chief foreign correspondent and Was promoted in 1983 to senior

Craig Shirley is president and chief executive officer of Craig Shirley & Associates, Inc.,

affairs/public relations firm in Alexandria, Val Since founding the company in February 1992, he has
worked with many political, trade and corporate clients.
Shirley began his career in 197S, serving as press secretary for U.S. Sen. Gordon Humphrey.
In
early 1980, he left the senator's office to direct the Fund for a Conservative Majority's
independent
campaign that supported Ronald Reagan for president. In 1981, he became an account executive with a
major New York advertising firm, managing programs for the New York Racing Association and the C.F.
Hathaway Shirt Company. In 1982, he became the communications advisor to the Republican National
Committee, traveling across the country advising campaigns and state committees on public relations,
politicai advertising and campaign strategy. During the 1984 presidential campaign, Shirley became
director of communications for the National Conservative Political Action Committee, the largest
independent political committee that spent more than $14 million on behalf of President Reagan's re-
election.
Later in 1984, Shirley formed Craig Shirley & Associates, Inc. In 1987, he joined forces
with
David Keene to form Keene, Shirley & Associates, Inc. For five years, Shirley worked on several
major
public relations/public affairs campaigns until he re-opened Craig Shirley & Associates, Inc.
A frequent commentator and public speaker, Shirley lectures at various seminars and has
contributed articles to numerous publications, including The Los Angeles Times, The Was/~ington
Times
and others.
Phil Stout
Executive Director, Nevada Association of Independent Businesses
Phil Stout is the executive director of the Nevada A~sociation of Independent Businesses, an
800-
member association that lobbies state legislators on behalf of small business.
Stout began his career in the U.S. Navy, serving as a meteorologist fi-om 1959 to 1963. He
lctt the
Na',5' and spent a year as an accountant for Pan American World Airlines. He drew on his Navy
experience when he began working for the U.S. Weather Bureau in 1964. He spent a year working on the
Nevada Test Site Project and then moved to work on the Pacific Weather Project/Far East from 1965 to
1967. He worked charting the weather for ships traveling in the Far East until he was injured and
disabled
at Cam-Rahn-Bay, Vietnam, in 1967.
Stout returned to Nevada and, later, became involved in politics. He was elected to the
Henderson
City Council in 1975 and served as councilman until 1979. In 1990, Stout was elected to the Nevada
~ly. For two years, Stout served on the Assembly Ways and Means, Taxation and Labor and
Management committee.
Along with his political work. Stout has been involved in many government boards and
commissions. He has acted as chairman of several committees, including the Henderson Beautification
Committee and Senior Citizens Advisory Board, the Clark County Regional Streets and Highways
Commission and the Nevada State Land Use Planning Advisory Council. He also is tireless in his

community service acting as national director for the Nevada Jaycees and chairman of the first
Special ~
Olympics for retarded children in Southern Nevada, among other projects. ~,
