National Smokers Alliance Launches 1994 Activities
Alexandria, Va., ,March 7 -- Smokers around the country have united to form a national
organization dedicated to protecting their rights by promoting policies of accommodation.
Based in Alexandria, Va, the National Smokers Alliance (NSA) today announced the
formation and launch of its 1994 membership drive.
"Respect for individual rights, which is a tradition in America, has been replaced with
intolerance and infringement on personal freedoms," said William J. Althaus, the former
mayor of York, Pa, who is serving as the chairman of the NSA National Board of
Advisors. "Smokers are the most prominent target of this movement, making the National
Smokers ?dl.ia_nce an essential voice in the fight to protect individual rights."
Among the many challenges facing smokers in 1994 is a measure under consideration in
Cengress that would ban smoking in almost all public places nationv,~de. In addition, state
and local governments around the country are banning smoking in a variety of places,
including offices, restaurants, airports and shopping mails.
"Public opinion polls have shown that Americans support accommodation, not
government-imposed bans," said Oscar Coff'ey Jr., president and chief executive officer of
the U.S. African-American Chamber of Commerce and a member of the NSA Board of
Advisors. "Based on first-hand experience, I knox,," that business owners need to have the
Ilex.ibility to meet the needs of all their employees and customers -- and not have their
hands tied by legislators. That's why promoting accommodation is the primary goal of the
NSA."
Fighting increases in cigarette excise taxes at all levels of gov(~rnment also will be a focus
of the alliance this year, with one of the first battles facing NSA members being the 75-
cent-per.pack increase in the federal cigarette tax proposed in the administration's health
care reform package
"While we all may agree with the premise behind health care reform, singling out one
group to pay for a program that benefits everyone is wrong," said Charles Sydnor,
president and chief executive oflbcer of the Central Virginia Educational
Telecommunications Corporation and a member of the NSA Board of Ad'+isors. "The
alliance serves as the platform from which the nation's more than 50 million smokers can
exercise their political and economic power to stop this type of discriminatory legislation.

Mission Statement
The National Smokers Alliance ('NSA) is a newly created organization ~dth a mission to
presets'e, protect and defend every adult's freedom to smoke.

Based in Alexandria. Va., the organization is building a geographically and demographically
diverse membership representing a broad cross section of'American citizens. Its members are
politicaJly active adults who support the freedom of choice to smoke and are no longer willing
to let smokers be treated as second-class citizens. They are mobilized and ready to fight for
the accommodation of their rights at the local, state and federal level.
Specifically, the NSA is working to haJt the country's movement towards the prohibition of
smoking. It is opposed to the imposition of smoking bans and other divisive actions. Instead,
the NSA advocates accommodation ~s a reasonable, rational resolution to the situatior~
conjoining smokers and nonsmokers today. NSA believes that reason should dominate while
negotiating smoking policies, and that the protection of Individual fights is the most important
goal. Complete bans are irrational when there are ways in wldch both the rights of nonsmokers
and smokers can be accommodated in all places.
The NSA also is against discriminatory hh'ing practices. The organization believes that
employers have no right to base employment decisions on such personal choices as smoking.
Further, the NSA is against other unt'~ir practices that discriminate against smokers, such
r~ising excise taxes on tobacco products at the state and federal level. NSA does not believe in
targeting any one group to finance a national or state program that benefits the entire
population.
The NSA views the recent decision by the U.S. Environmental Protection Agency on
secondhand smoke to be polhi¢~/ly motivated and designed to force complete smoking bans in
the workplace. The NSA believes the report lacks scientific credibility. The NSA is an
~vocate of`peer-re~'iewed, cr~ble scientific studies on such issues.
The NSA's goal is to provide its members with a highly visible, national platform in support of
their causes. The NSA strives to ensure that its members' voices are heard and that action is
taken at ~11 levels of`government ~nd business ag~n_ct excessive infi'ingements on smokers'
rights. The NSA will provide its members with the necessary tools and power tO speak out
and fight against discrimir~tory behavior.
The NSA continues to grow a¢ a powerful and politically vi&ble org~'fix.ation. Its doctrine is
firmly rooted in the belief that protecting an individual's right to choose while accommodating
the desires of`both smokers ~nd nonsmokers is eminently achievable, and isthe key to f~ir and
rational decision malting in today's public reatlm.

To summarize, the NSA's goals axe to:

The Honorable William Althaus
Chairman of the Board of Advisor~, National Smoker~ Alliance
William AJthaus is chairman of the Board of Advisors of the National Smokers Alliance (NSA)
and
a consultant to Burson-Marstellefs Washington, D.C. office. Before joining NSA, Althaus was the
mayor
of York, Pa., having the distinction of being the youngest person ever elected to that office.
First elected in 1981, Althaus served three consecutive terms as mayor. In 1992, Althaus was
elected president of the U.S. Conference of Mayors where he previously held the position of vice
president
and chairman of the Advisory Board, among other positions.
Active in international affairs, Althaus also has served on several international
~lelegations,
including the U.S. Delegation to U.S.-Japan Fellowship Exchange. In ~ldition, he served as chair of
the
Delegation of U. S. Mayors to the Jerusalem Conference of Mayors and chairman of the U.S. Delegation
to Fifth Conference of Great Cities of the Americas in the Dominican Republic. Althaus also
addressed
the Council of Europe on Municipal Cooperation in France.
Althaus has served as president of the Pennsylvania League of Cities and the National
Conference
of Republican Mayors and was appointed by Presidents Reagan and Bush to the Advisory Council on
Historic Preservation.
Althaus earned a bachelor's degree from the Johns Hopkins University in Baltimore, Md., and
a
juris doctor from The Dickinson School of Law in Carlyle, Pa.
Win. C. "Bill" Anderson
Government Relations Representative
Wm. C. "Bill" Anderson is a government relations representative who works with Congress
seeldng support for a variety of legislation.
Anderson began his career as a lobbyist in 1961 as legislative director for the Minnesota
Farm
Bureau Federation in St. Paul, Minn. In 196"I, he moved to the American Farm Bureau Federation where
he served as assistant legislative director. He became vice president of government relations for
the
Independent Petroleum Association of America (IPAA) in 1976, and, after 13 years with IPAA, he left
to
become chiefofsta.ffto New Jersey Representative J'tm S~ton. From,1989 to 1991, he also sen,'ed as
the,
political action committee director of the National Republican Congressional Committee.
A graduate of Wickita State Urfiversity in Wichita, Kan., Anderson has a bachelor's degree

Jeanie R. Austin
Co-Chairman, Republican National Committee
Jeanie Austin is the co-chairman of the Republican National Committee (RlqC). Serving her
third
term as co-chair, Austin actively works to build .the Republican Party ~om the grassroots level.
Prior to her election as co-chairman, Austin was state chairman for the Republican Party of
Florida
-- the only woman to hold that position since the part~s inception. During her tenure as state
chairman,
Republic~m registration increased dr~anatically as did the number of local office, holders.

Since her first election to the RNC in 1989, Austin has developed several programs designed to
educate party members on the state and local levels. She developed ~Women Who Win," a seminar
designed to aggressively recruit women candidates that has trained over 1,000 candidates, campaign
m~agers and party members. Austin also developed "Spotlight on You" and "Nuts & Bolts," programs
that train county chairmen and local party members on the mechanics of running a political campaign.
Twice named "Woman of the Year" by the American Business Women's Association, Austin also is
president of her own floor-covering business in Orlando, Fla.
Oscar Coffey Jr.
President/CEO U.S. Afrlcan-American Chamber of Commerce
Oscar Coffey Jr. is president and chief executive officer of the U.S. African-American
Chamber of
Commerce. Since 1983, he has been working to create strategies for members of'local chambers of
commerce to share in the collective buying power of African-American communities.
Besides his work for the U.S. African-American Chamber of Commerce, Coffey also serves as
president and chief executive officer of the Oakland/Mameda County Black Chamber of Commerce in
California. Holding this position for 20 yea's, Coffey has been coordinating strategies on the local
level.
While maintaining these important positions, Coffey pursued his own business interests.
Since
1981, Coffey has been president and CEO of the Chamber Center Developers, Inc., a 1;10 million
downtown development project in Oakland, Cali£ He also has been a senior partner of the Housing
Rehabilitation of California, Inc. since 1983.
A recipient of numerous honors and awards, Coffey has been honored with a PresidentiaJ
Certificate of Appreciation and has received thh National Forum for Black Public Administrators'
Outstanding Contribution Award and the NAACP Service Award, among others.
Born in New Orleans, La., Coffey attended the CaLifornia State University at Hayward and
Walker's School ofl.nsurance and Salesmanship in New Orleans.
John F. Droney Jr.

John F. Droney Jr. is a principai in the firm Levy & Droney, P.C. in Farmingtort, Conn.
Droney has a diverse legal, political and civic background. He served on the West Hartford

Council from 1977 to 1981, rising to the Democratic minority leader in 1978. He served as the West
Ha~ford Democratic Town Chair from 1981 to 1987 and as chair of the Democratic State Central
Committee of Connecticut for. six years. Droney is a member of the Democratic Leadership Council and
served as chair ofthe Connecticut Clinton For President Campaign in 1992, as well as a national

co<hair for the Bill Clinton For President campaign.
Spending several years in public service, Droney worked in the Voluntary Defender Program
with
Hartford County Bar and as special public defender in Hartford County. He later worked as special

and in Hartford County. He also was on the board of directors for Hartford Neighborhood Legal
Services, vice chair of the Board of Special Assessments in West Hartford, Conn., and a member of

Droney received a bachelor's degree from the College of the H01y Cross in Worcester, Mass.
Graduating cure laude with his juris_doctor from the University of Connecticut School of Law in West

Hartford, Conn., Droney was a member of the board of editors of the University of Connecticut Law
"Review." A ~requent lecturer on legal and government issues, Droney received the University of
Connecticut School of Law Distinguished Alurru~ Award in 1989.
The Honorable Milton "Toby" Fitch Jr.
North Carolina House of Representatives
Milton "Toby" Fitch Jr. is a North Carolina State Representative. First elected in 1985, Rep.
Fitch
has served 10 years as the representative of the 70th district, including three years as House
Majority
Whip and, more recently, as House Majority Leader. He also is a member of the Legislative Black
Caucus.
Fitch has been active on several legislative commiaees while in oftice. He has ~erved as
co-chair
for Congressional Redistricting Commit'tee and the Legislative and Local Redistricting Committee. He
is a
member of the Courts, Justice, Constitutional Amendments and Referenda Committee, the Finance Sub-
Committee on Ways and Means, Judiciary I Committee and Public Employees Committee.
In addition to his role as a North Carolina State Representative, Fitch has served on several
commissions including co-chairing the State Personnel Study Committee and serving as a member of the
Affordable Health Access Study Commission, State Advisory Board and Workplace Safety Study

J. Curtis Herge is a partner in the law firm of Herge, Sparks 8: Christopher in McLean, Va.
Since
the company was founded in 1985, Herge has been providing legal counsel on a variety of legal
issues.
Herge began his career in 1963 as an associate in the New York law firm Mudge, Rose, Guthrie
md Alexander. After eight years at the firm, he left to serve as director of the Presidential
Inaugural
Committee. In 1973, Herge was appointed as the special assistant to the U.S. attorney general. He
later
moved to the U.S. Department of Interior where he served as associate solicitor of conservation and
wildlife. He became assistant to the secretary and chiefofstaffofthe U.S. Department of Ymterior in
1~;74
where he served for two yeats until he lef~ to start Sedam & Herge, a law ftrm in McLear,, Va. The
firm
later became Herge, Sparks & Christopher, where he currently praenices law.
Serving on the boards of directors of a number of charitable, non-profit and commercial
corporations, Herge also has served as chair and member of the board of'directors of The George
Washington National Bank. He is a member of the Northern Virginia Estate Planning Council, the
advisory board of the Washington Legal Foundation and serves as a member of the Advisory Council 0n
the Natural Resources of the Republican National Committee.
Licensed to practice law in the District of Columbia, New York and Virginia, Herge attended
Comell University in Ithaca, N.Y., and received his bachelor's degree and juris doctor from Rutgers
University in New Brunswick, N.J.

Bruce Herschensohn
Political Figure and Film Maker
Bruce Hcrschcnsohn is a well-know~ political figure and film maker. Most recently,
Herschensohn
was the 1992 Republican candidate for the U.S. Senate in California.
His career, thougk, did not begin in politics. After a brief stint in the U.S. Air Force,
Herschensohn started a c.,~reer in film production in 1954 a~ ~.m editor for Cmneral Dynamics. He
later
returned to Los Angeles and founded Herschensohn Motion Picture Productions, a documentary
production company that made films for both government and business. One of Herschensohn's most
notable films of this time is the documentary "$ohn F. Kennedy: Years of Lightning, Day of Drums,"
which
was granted a non-partisan act of Congress to allow its exhibition in the United States.
In 1968, Hcrschensohn was appointed to the position of Dh'octor of'Motion Picture and
Television
Sew'ice for the United States Information Agency (USIA) by President 1ohnson. After four years and
many awards, Herschensohn resigned from USIA to begin his career in public service as Deputy Special
Assistant to the President in the N'LxOn Administration. He spent 1972 to 1974 advising the
president on
domestic and foreign policy.
Returning to California, Herschensohn became involved in Republican politics. In 1978, he
became a political commentator forKABC-TV and KABC-AM and was kno~,,~ for his spirited debated
,,vith former Califorrda Senator John Turmey.
Herschensohn has received many distinctions, including being named one of the nation's "Ten
Outstanding Young Men" in 1969 and receiving the second-highest civilian award, "The Distinguished
Service Medal," in 1972. He was a member ofthe founding Board of Trustees of The American Film
Institute with Charlton Heston and Gregory Peck, and most recently, became a senior fellow at the
Claremont Institute in Montelair, Calif.
John Flillerman
Actor
J'ohn Hillerman is an actor who has enjoyed a successful stage, television and film career.
Fr,_dlerman is well-known for his portrayal of Jonathan Quayle Higgins on the hit television series,
"Magnum P.I."
I-~ierman began his career in the U.S. Air Force. While stationed in Fort Wonk, Texas,
H.illerman
joined a commurdty theatre group and r~)ized he should pursue a career in acting. After his release
from
the Air Force, he moved to New York and enjoyed an active stage career, appearing in more than 100
leading roles in such plays as "Othello," "Our Town," "Death of a Salesman" and "The Seven-Year
Itch."
He later moved to Washington, D.C., where he spent four ye.ars at the Theatre Club, starring in
virtually
every production presented during that time.
After 15 years on the stage, he set offfor.FIollywood to pursue a movie and television
career, He
was recognized by producer/dh'ector Peter Bogd~movich and has since been cast in 21 movie roles,
including "The Last Picture Show," "What's Up Doc?," "China Town" and "Paper Moon." In addition to
his big screen career, he has made more than 300 television appearances during his 24 years in
California,
ranging fi'om super sleuth Simon Brimmer on "Ellery Queen" to Bonnie Franidin's boss in "One Day at
a
Time."
I-rallerman's most popular role, though, was as the acerbic, ex-British army veteran,
Jonathan "
Higgins, in "Magnum P.I." He enjoyed this role for more than eight years, receiving both an Emmy and
a
Golden Globe Award as Outstanding Supporting Actor. When "Magnum" ended, ItiIlerman took a brief

hiatus and then accepted the role as Sandy Duncan's father in "The Hogan Family." He also has made
numerous appearances on television series, including "A~sault and Matrimony," CBS's "Street of
Dreams," "Murder She Wrote," "Hart to Ha~" and NBC's three-part, six-hour series, "Around the World
in 90 Days." Most recently, he spent a year in Berlin filming "Berlin Break" for European
television.
Although most people believe Hillerman is British, he is a native of Denison, Texas. He
attended
the University of Texas, where he majored in journalism.
Fred M. Hodges IXI

and premium sales specialist, he has been with the company since 1989.
Hodges began his career in 1981, working in the leaf department of the Universal Leaf Tobacco
Co. in Kichrnond, Va. He let~ in 1989 to manage several tobacco company accounts for Bailey
Marketing.
In 1991, Hodges expanded his experience, working as the major supplier of campaign materials for the
Bush/Quayle Presidential Campaign.
Active in corrtmunJty service, Hodges served as a sponsor patron for two years before serving
as
area chair for Ducks Unlimited in 1993. Hodges has a bachelor's degree in business administration

David A. Keene

David A. Keene is president ofKeene/Halper & Associates, a government and political
consulting
firm based in Alexandria, Va. In addition to his responsibilities to the firm, he is editor of The
Keene
Report, a political newsletter.
Keene has extensive national political experience, having been involved in presidential
politics since
1968. He worked in the White House during the Nixon Administration as political assistant to Vice
President Agnew and later, on Capitol t-fill, as executive assistant to Sen. James L. Bueidey.
As southern regional coordinator for Ronald Reagan in the 1976 presidential campaign and
national political direclor for George Bush in 1980, Keene won recognition for his skill in
organizing
political operations at thenational level.
Keene was senior political consultant to Sen. Robert Dole and is chair of the American
Conservative Union. A respected republican commentator, Keene has worked as a consultant to CBS
News and has written for the Boston Globe.
Keene is a former John F. Keruaedy Fellow at Harvard University in Cambridge, Mass., and is
a
former member of the Board of Visitors of the School of Public Policy at Duke .University in
Raleigh, N.C.
He received his bachelor's degree and juris doctor from the University of Wisconsin in Madison, Wis.

Kelly is a prominent national senior political strategist and fund-raiser for the National
Democratic Part5,.
He also is a principal with the Washington, D.C., public affairs firm Black, Manafon, Stone & Kelly.
Since 1978, Kelly has served in more than a dozen Democratic Pax~ leadership posts, ranging
from full-time voluntary positions as national treasurer from 1979 to ! 981 and national finance
chair from
1981 to 1985 to senior advisory positions on the 1988 C, vore presidential campaign and the 1992
Clinton
president campaign. Since 1980, he has served in many appointive positions for Democratic national
conventions and has sc~cd as political counsel, financial planner and fund-raiser to more than 35

1992.
Kelly is one of the original architects of the U.S. private sc~or initiative on foreign
affairs. He was
founder and treasurer and currently serves as director of the National Democratic Institute for
International Affairs. He was founder and now serves as the chair and as a director ofthe Center for
Democracy, a bipartisan foundation in Washington, D.C., that engages in various programs with
countries
around the world.
A prominent participant in state wide affairs in Connecticut, Kelly is a member of several
civic
boards, including the national board of the Institute of Living at St. Francis Hospital and Medical
Center in
Hartford, Conn. He is co-chair of the National Conference of Christians and Jews and a member of its
National Board of Governors. He also served as a member of the board of regents of Georgetown
University in Washington, D.C., and as a member of the board of visitors of its graduate program on
public policy.
Kelly graduated magna cum laude from Georgetown University and holds a juris doctor from the
Yale Law School in IN'ew Haven, Conn., where he served as an editor of "The Yale Law .lournal." He
has
received numerous awaxds, including the John Carroll Award from C_~orgeto~ University and the Yale
Law School Association Distinguished Set, Ace Award.
Louise T. Lindblom
Media and Advocacy Director, National Urban Coalition
Louise T. Lindblom is the media and advocacy director of the National Urban Coalition. In
this
role, she manages media activities, produces coalition publications, directs the advocacy and
governmental
affairs efforts and prepares proposals for foundation and government funding.
Lindblom began her career as executive director of the Alabama Democratic Party. She spent
eight year's in this position until she moved to the Democratic National Committee ('DNC) in i ,382.
She
served as executive director of the Compliance Review Commission and as executive director of
Credentials Committee for the 1984 Democratic National Convention during her three years at the DNC.
In 1985, she left to operate Process, Inc., a Washington, D.C., consulting fixm. She became the
director
of public information at Birmingham-Southern College in Birmingham, Ala., in 1986 and remained there
until accepting her current position in 1989.
Active in many organizations, Lindblom is on the board of trustees for the American Council
of
Young Political Leaders and is a member of the advisory board of the Civic Television Network.

Andre Morgan

Andre Morgan is panner in Ruddy & Morgan Productions, a successful motion picture and
television production and sales company. In this role, he puts to use 2O years experience in the
international entertainment industry managing a multi-mitlion dollar production and development
slate.
The company has developed and produced films such as "Ladybugs," starring Rodney Dangerfield;
"Farewell to the King," starring Nick Nolte; and "Speed Zone," starring John Candy, Eugene Levy and
Brooke Shields.
Morgan began his career when he joined the Golden Harvest Group of Companies in 1972.
Morsan's success as producer of the Bruce Lee hit, "Enter the Dragon," led to four years of
producing a
variety of films on four continents. In 19"/6, his responsibilities expanded to the designing and
stuffing of
an international sales and marketing division as assistant general manager of Panasia Films, Ltd.
In 1978, Morgan became director and chief operating oi~cer of Golden Communications, the
international motion picture production and distribution company. In this role, he packaged and
super~4se.d the production of 10 motion pictures, including "Cannonball Run, .... Cannonball Run
l'I," "I-fish
Road to China" and "Lassiter." He left Golden Communications in 1984 to form Ruddy & Morgan.
Morgan majored in history, Asian studies and Oriental languages and literature at the
University of
Kansas. He is fluent in Mandarin and Cantonese.
Dave Myers

Myers began his career in the U.S. Air Force in 1965, serving as sergeant until 1969. From

Candlewood Utilities, Inc., a water and sewer utility company. In 1984, he also became president ~nd

owner of Candlelite Homes, a mobile home sales and service company.
In 1987, Myers joined the National Federation of Independent Business (NFIB) as a field
representative. In this position, Myers was responsible for expanding the membership of this

small-business lobbying organization. Moving to R.L. Polk & Co. in 1989 as regional manager for Ohio
and Indiana, Myers managed sales operations for this publisher of city directories until he lei~ to

Dave Myers & Associates in 1992.
A ~rong advocate for smokers' rights, Myers founded the League for Smokers' Rights in 19931
This national organization was created to protect the freedoms of and fight excessive taxation of
smokers.

Lyn Nofziger

Lyn Nofziger is president of Nofziger Communications, a Washington consulting firm.
N'ofziger began his career as a newspaper reporter in 1950 with the Copley N.ewspaper in
California He served as a Washington correspondent for Copley ~om 1958 to 1966, when he returned to
Califo~a to become the press secretary for Ronaid Reagan's first race for governor.
When Reagan was elected, Hofziger served as his d~ector ofcommurdcations for two years
before
leaving to become a political consultant.
Over the next I 1 years, N.ofziger held numerous political positions, including serving as
deputy
assistant to President taxon for con~essional relations; deputy chairman for communications of the
Republican National Committee; numerous roles in the Reagan and Ford-Dole presidential campaigns;
executive vice chairman of Citizens for the Republican, Reagan's political action committee: deputy
chairman for finance and press secretary in Reagan's successful 1980 presidential campaign; and
assistant
to President Reagan for political aft'airs. He also served as a senior advisor on the Reagan 1984

Marc E. Rotterman

Trained in media communications, Rotterman spent several years as a news announcer and radio
"~ent" for a California public radio station. In 1980, Rotterman joined the Reagan presidential
campaign
staffwhere he worked as the assistant to the deputy domestic poli~ advisor. After President Reagan's
election, Rotterman worked as the administrative assistant to the domestic policy advisor of the
presidential transition team.
When President Reagan assumed office, Rotterman joined the staffofthe U.S. Secretary of
Transportation as a special assistant to the deputy secretary. Later, he served as special assistant
for
public affairs for the secretary of Housing and Urban Development.
Rot~rman le~ government s~rvice in 1984 to manage a successful congressional race in North

Salinger came to national prominence first as chief investigator for Robert F, Kennedy, who

later worked for U.S. Sen. John F. Kennedy during his 1960 presidential campaign, organizing press
operations, and became White House press secretary after Kennedy was elected president. After

Phil Stout
Executive Director, Nevada Association of Independent Businesses
Phil Stout is the executive director of the Nevada Association of Independent Businesses, an
800-
member association that lobbies state legislators on behalf of small business.
Stout began his career in the U.S. Navy, serving as a meteorologist from 1959 to 1963. He
left the
Navy and spent a year as an accountant for Pan American World Airlines. He drew on his Navy
experience when he began working for the U.S. Weather Bureau in 1964. He spent a yeztr working on
the
Nevada Test Site Project and then moved to work on the Pacific Weather Project/Far East from 1965 to
1967. He worked charting the weather for ships traveling in the Far ~'~¢~ until he was injured and
disabled
at Cam-Rahn-Bay, Vietnam, in 1967.
Stout returned to Nevada and, later, became involved in politics. He was elected to the
Henderson
City CounciI in 1975 and served as councilman until 1979. In 1990; Stout was elected to the Nevada
State Assembly. For two years, Stout served on the Assembly Ways and Means, Taxation and Labor and
Management committee.
Along with his political work, Stout has been involved in many government boards and
commissions. He has acted as chairman of several committees, including the Henderson Beautification
Committee and Senior Citizens Advisory Board, the Clark County Regional Streets and Highways
Commission and the Nevada State Land Use Planning Advisory Council. He also is tireless in his
community service acting as national d/rector for the Nevada .laycees and chairman of the first
Special
Olympics for re~arded children in Southern.Nevada, among other projects.
Stout received his bachelor's degree in political science from University of Las Vegas.

Dr. Charles Sydnor
President and CEO, Central Virginia Educational Telecommunications Corporation
Charles Sydnor, Ph.D., is president and chief executive officer of Central Virginia
Telecommunications Corporation (CVETC), a public broadcasting entity comprised of five television
stations serving central and northern Virginia and a public radio station se~'ing central Virginia.
Sydnor began his career as an history instructor at Ohio State University in Columbus, Ohio.
He
continued his teaching career as a visiting professor of history at Vanderbilt University in
Nashville, Term.,
in the summer of' 1974 and as an assistant to an associate professor at Longwood College in
Farmville,
Va., from 1972 to 1950.
In 1975, Sydnor began a nine-year association with public television -- working as an
independent
project producer and writer for WCVE-TV ('PBS), one of the statio~ operated by the CVETC in
Richmond, Va. Over these years, he produced several documentaries, including the award-winning
"Adolf
Hitler: 1889-1945," which won the James Harvey Robinson Prize of the American Historical
Association.
Sydnor also produced and hosted "Below the Line," a weekly instructional, international affairs
program
that was broadcast in Kichmond and Northern Virginia for use in high schools in 66 counties in
Virginia.
In 19g0, Sydnor began working on the administrative side of higher education as assistant to
the
president of Hampton-Sydney College in Hampton-Sydney, Va. He lei~ this position in 1982 to work: as
the executive assistant to Chuck Robb, then governor of Virginia. After two years in Gov. Robb's
office,
he moved back to higher education when he became president of Emory and Henry College in Emory,
Va., in 1984. He served in this office until accepting his current position at CVETC. An expert on
the
history of Nazi Germany and the Holocaust, Sydnor also has worked for the Department of.lustice
since
1981 as a consultant and expert witness on matters concerning Nazi Germany.
Sydnor received his bachelor's degree from Emory and Henry College and his master's degree
and
doctorate from Vanderbilt University. He spent a year studying in the Federal Republic of Germany on
a
dissertation fellowship from the Deutscher Akademischer Austauschdienst.
Guy Vander Jagt

Guy Vander Jagt is an attorney with Baker & Hostetler, concentrating his practice in the areas
