MINUTES OF TEE THIRD MEETING
OF THE SURGEON GENERAL'S ADVISORY COMMITTEE
ON SMOKING AND HEALTH

Friday~ March 8
The meeting was called to order at 9:hO a.m. by Dr. Hundley. *
He announced that the Surgeon General could not attend that day due
to Appropriations hearings but vould be available for Saturday's
meeting. He then announced the follo~ing staff changes: Miss Helen
M. Anderson has replaced Mr. Oven Scott as Administrative Officer.
Two secretarial changes ~ere also re~orted. Mrs. Jennings has
replaced Mrs. Myers and Mrs. Cassidy has replaced Mrs. Waupoose.
The minutes of the January25-26 meeting were approved as
presented. Dr. Hundley next announced that the Committee Staff had
received permission from the American Medical Association to re-
produce any articles in AMA publications it needed for distribution
to Committee members.
Before reviewing Dr. Orchin's paper on "The Composition of
Tobacco Smoke - Carcinogens and Co-carcinogens," Dr. Fieser reported
that Dr. Eensler of the Arthur D. Little Comlmny would, submit a
comprehensive report by April i. He felt it wAll!probably constitute
a valuable contribution to the Committee's work. Upon receipt of
the Kensler report, the Staff will ..- if Dr. Fieser considers it
appropriate -- invite Dr. Kensler to attend the next Committee meeting.
Dr. Kotin presented the paper he and Dr. Falk prepared on the
subject of "Atmospheric Factors in the Pathogenesis of Lung Cancer."
Dr. Andervont revieved Dr. Ashford's paper, "Cancer of the
Oropharynx and Tracheobronchial Tree in Animals Treated ~ith Tobacco
and the Products of its Combustion," and Drs. Ste~art,s~and HeTrold's
paper,'~ Critique of Experiments on Attempts to Induce Cancer ~ith
Tobacco Drlvatives." He ~ill include critiques of these t~o Papers
in his oblter dicta.

The meeting convened at 9:00 a.m. and Dr. Hunai~y ~urned the
chair over to the Surgeon General. Dr. Terry invited a_uestions and
then repeated his assurances that the Committee was free to set its
own time-table for the report. He said he was interesteG only in
seeing a good Job done, "no matter how long it takes."
Dr. }lamill took up several administrative matters such as voucher
payments (Miss Anderson~as instructedto send all Committee members
additional instructions on making out vouchers), consultants, reprlnt~
and translations, and staff arrangements with the National Cancer
Institute. _
The National Cancer Institute has agreed to make ~vailsble to -
the Committee and the staff the• ~ol!owing persons: Dr. Margaret
Sloan, Miss Zelda Schiffman, Dr. Howard Andervont, and Dr. Paul Kotin.
They will provide staff resources, staff reports, or anything the
Co~ittee wants in the cancer area. Dr. Sloan, acting as Dr.
Endicott's l~ersonal representative, will be coordinator between the
National Cancer Institute and the Committee.
Dr. Furth reported on his visit to Europe with Drs. Kreyberg
and H~z~perl, and on Dr. Kreyberg's visit to New York City on April
2 ~o 18.
Dr. Schuman reported next. He suggezted postponement of his
critique of the six prospective studies. He said he, Prof. Ccchran,
and/or their statistical consultants will visit the authors to discuss
methodology. He expects to have by May a "semi-final" critique on
five, if not all six, of the studies. He szid he was principally
concerned with the methodology used by the authors.
Dr. Burdette reported next on the Carries material, "Studies on
~ronchial Epithelium." He snnounced that he also needs more infor-
mation; that he must get it before Dr. Carnes leaves for Europe for
a year, and before a meeting in Salt Lake City on March ~4 and 25.
There ~as a general feeling that the tames material ~as pertin-
ent to the Committee's work, especially where it relates to Auerbach's
work. It was felt, however, that the following questions needed to
be answered before the pertinency could be determined:

Additional action items not covered in the augmented list of
Committee Assignments :
1. Staff ~lll attempt to get more information on additives,
both here and abroad, including : --..
a. When the ~ritish stopped putting additives-in their
tobacco;
b. • What additives the British had been using up to the
time they stopped.
2. Drs. Farber and Kotin to bring together the material on
viruses in conjunction with tobacco smoke.
3. Staff to consider possible use of progress reports of Tobacco
Industry Research Committee which, sccording to Dr. Kotin, contain -
"massive data" the Committee would otherwise have to review, collate-
and analyze e!se~here.
