Claims that the Standard's tool for calculating outdoor air rates is not feasible, that "the contribution of ETS to the total pollution load is grossly overstated, and that it is based on "academic assumptions with limited practical applicability." Outlines immediate, short-term and long-term steps to address the Standard.
