SUBJECT: The Heidelberg Appeal
Abstract
Attaches materials regarding the Heidelberg Appeal, International Center for a Scientific Ecology (ICSE), and two ICSE conferences. Offers background on ICSE, noting the tobacco industry's "discreet" involvement "through the French NMA." States that the ICSE provides views to international government bodies regarding "what constitutes sound environmental science with regard to particular issues." Comments that involvement with ICSE comes at opportune time given President Clinton's sympathy to the coalition's messages.

BACKGROUND
This coalition has its roots in the asbestos ind__~gry, but has become a broad aa4
indel)~dent movement in •littlc bit less than a year. We are involved with the
coalition threugh the French NMA, but we are being discreet b~,,~e some ofthe
cosl~on m~b~ss are co~m~ed aho.~ a "tobacco connection'.
Oar raategy is to contiaue di~:reetly mpponing the coaraioa and help it gr¢* ia £ze
and credibility. The timing is l~rticalufy 0ppomme because of Bill Cllnton's s3anpathy
to the me~atges of talc coalition (see attached IHT article).
