The revised lAQ bill incorporates the outdoor-air flow-rate chart from the ASHRAE standard. It also incorporates a new cut-off date. Under the first draft, a building would have been required to achieve the official flow rates if the plans for the building were approved after January 1, 1990. In the revised version, a building will be required to achieve the official flow rates only if the plans for it were approved after January 1, 1996. As in the earlier version, older buildings will have to meet the flow-rate requirements if reasonably possible. The draft smoking/ADAMHA bill toughens and tightens the existing smoking law. It also bans purchase and use of false ID by minors. It adds enforcement, reporting and employee-training provisions to existing youth access laws. (The employee-training provision is designed to provide retailers with a defense against license revocation for illegal sale to minors.) Finally, the bill contains a broad prospective and retrospective preemption clause covering sale, distribution, use, display and promotion.
