You are undoubtedly aware that, in recent months, I have become
t~hetarget of'asingula~r campaigm conceived! and finaniced'' principally,
if not exclusively, by Philip Marris. You have my attention,«
The purpose of this letter is to request that Ph~ilip Morris publicly
d!i:,c1ose the entire scheme, and! esprciall'y the complete details as to
r.ources of funding, of this campaign.
While I realize that in this campaign the law iirm, ot' Peckj, Shaiter
and Williams has been employed as your agent, nevertheless, s!ince
thi~s lawCirm has freely admitted, that Philip Morris is, its client,.
I prefer, to dea1' c3irectliy with, you and eliminate the middleman.
Thus I am asking you for an accounting directly.

Uhfortunately, a few s,embers of the Cincinnati business community
may have been mYslted by Philip Morris choosing the spurious
pseudoyu, yf "Business Aoundtabl'e" as the sham title of' this organ:;za-
tior which Ciniciauiati businesses were invited to' jioin'.
Tha first I became aware of' this Philip Morris adventure in Cincinnati
was about two manths ago when I' was contacted by two friends in the
Cincinnati business coznmunity# stating that they had separately
received! unusual but si'milar' telephone calls fromPeck, Shaffer
and Williams lawyers asking if they would be interested in joining
this "SugiAess Round'tabl.", whose purpose was to diiscuss issues
relatir:'g; to "federaT regulation of business" with Tom Lukeni. They
were mystified by the contact and wanted to know if I was sponsoring
this effort. I assured them, that 11 wa's not a' party to this campai I qn
as i'snew nothing about it.
Since then I ha've been shown a letter mailed by Peck, Shaffer and
W'illiams on April 4, generally setting forth, the above program,
inviting the da3dressees to sign up with the "Business R'oundtabl'e",
ard'' enclosing three pay,ey of a generic description of regulatory'
issues which might affect business.

I"m not intimtidated but I'm wary.

ny favor. Neither do I think you have any real interest in bucinesa
reqLiations, outside of regulations on tobacco. And, on those issuas
