Phi l ip Morris Company, Inc. 120 Park Avenue New York, New York 10017 De ar !rl'r. . IH;a xwe 11,. You are undoubtedly aware that, in recent months, I have become t~hetarget of'asingula~r campaigm conceived! and finaniced'' principally, if not exclusively, by Philip Marris. You have my attention,« The purpose of this letter is to request that Ph~ilip Morris publicly d!i:,c1ose the entire scheme, and! esprciall'y the complete details as to r.ources of funding, of this campaign. While I realize that in this campaign the law iirm, ot' Peckj, Shaiter and Williams has been employed as your agent, nevertheless, s!ince thi~s lawCirm has freely admitted, that Philip Morris is, its client,. I prefer, to dea1' c3irectliy with, you and eliminate the middleman. Thus I am asking you for an accounting directly. « Uhfortunately, a few s,embers of the Cincinnati business community may have been mYslted by Philip Morris choosing the spurious pseudo„yu, yf "Business Aoundtabl'e" as the sham title of' this organ:;za- tior• which Ciniciauiati businesses were invited to' jioin'. Tha first I became aware of' this Philip Morris adventure in Cincinnati was about two manths ago when I' was contacted by two friends in the Cincinnati business coznmunity# stating that they had separately received! unusual but si'milar' telephone calls fromPeck, Shaffer and Williams lawyers asking if they would be interested in joining this "SugiAess Round'tabl.", whose purpose was to diiscuss issues relatir:'g; to "federaT regulation of business" with Tom Lukeni. They were mystified by the contact and wanted to know if I was sponsoring this effort. I assured them, that 11 wa's not a' party to this campai I qn as i'snew nothing about it. Since then I ha've been shown a letter mailed by Peck, Shaffer and W'illiams on April 4, generally setting forth, the above program, inviting the da3dressees to sign up with the "Business R'oundtabl'e", ard'' enclosing three pay,ey of a generic description of regulatory' issues which might affect business. y

0., 6t. :_ Mr. :ia~mish Ma~xwe~11 Pai ge 2 Slr.ce thils enti~re matter has been preci'piltated and carriedl out by Y'h],llp motxis, I have decidkdi iL would' Lz risky to ignore it. Aftor al'1. I have been clrscribec3' in pubiliccatioias recently as one of to,bacc;o"s leading opponents, ancd, that ia, probably an, accuratc assessment. Further', Ilgiv:e, credence to, th~eTobac;4:.o, I::stutute: Vice-President, Walker Merryman, who just last year said'„ "If'we're attacked we'rc not going to roll over and pll!ay duad ...The sooner our adversarics, triendly or otherwise learn that, the less difficulty they're going to : ind, themselves in." And, I believe Guy Smith, Vice-President of kh~'1:'iip Morris who said, "uryidriizatic, iys that discriminate againzt those (who stmoke) do so at their economic and' political peril." I"m not intimtidated but I'm wary. 1n short, I don't think lrou, fulks are trying to organize peopic in ny favor. Neither do I think you have any real interest in bucinesa reqLiations, outside of regulations on tobacco. And, on those issuas we `:ave no common groun& since I would like to put you out of buyinass inorder to save mill'iuris of American lives.. rvery, body knaww that you cigarette companies like to be respectable now. Youi buy out food, companies and use the ec.onomYc power of the resuiltiny runylomerates to punish, your enemic:.. 1 krow you have contributrd~ to, my opponent in, the last election and }'ou would'n "t be d'isappointed, if I just happened to be defeated or disappeaF. All that is fine because you have every right to campaig,nn against me.. But, it looks like "dirty' po!o] " to me when you use a front of a ho~~me~ gr~own, law ti~rm~ ar:di attemp~~t~ to, per~suade~ the lbu~~sine~ss~ people that youl're workinc wxth, me when nothing could' be furthCr from the tru -Mahbe,, youi really don't have anything sinister in mindi. Maybe you"re a:truistic, after, cali. But I'm skeptscal'. Gi~ve a full disclosure, tell us how many other Congressmen you are q•.ti;et.y "helping" in this maniner and let the public kre the judge. in the meantime I"lI be gTmd, to a:eet with you, not your lawycro, if you, want to discuss such things as cuttiny back on, cigarette use and advertising.
