Dear Congressman Luken:
In my letter to: you d'ated' February 8', 1989, I indicated
that we would be responding to your letter to u& of January 25 on
or about February 24, 1989. Thiis~ letter fulfills that commit-
ment.
This will confirm that it is the policy of R. J.
Reynolds Tobacco Company (the "Company)i to make no payments for
placement of our products~or advertising in films,. Based upon a
review ofour files and interviews with personnel who have been
withthe Company since 1982, we believe that our policy has been,
adhered tolsince at least that date.
From time to time, the Company, upon request fromia
movie producer will provide free product and/'or promotional mate-
rials (not including billboards)~ for a, film, production.However,
it is our policy that no free product or promotionali materials
are provfdedi for made-for-TV movies, or for movies which might
appeal primarily to: youth or that depict non-ad~ults as smokers.
To the best of our knowledge and based upon our review, this pol-
icy has been complied with. Undoubtedly there are occasions
where!movie producers will place our products, or advertising,, in
their films without any consultation1with the Company. In these
cases, the Company has no opportunity whatsoever to:assert con-
trol over how its prodiucts are depicted.
To go back prior to 1982, as requested in your letter,
would'be a most difficult task~, wouldi require us to locate and'
interview former employees, and!,, even if andertaken, would

undoubtedly not result Yn, our being able to provide complete an-
swers to many of the questions solicited!in, your January 25th
letter., Under these circumstances, we believe that Tittle woulid
be gained by a, time-consuming, examination of the pre-19'82 peaiod.
