Dear Art:
As you know, it is hoped that the CIAR (Center for Indoor Air Research),
once it is operational, will supervise a strategic plan for the efficient
allocation of resources for research on the environmental tobacco smoke
problem. Once selected, the Executive Director will be absorbed with start-up
administrative matters, review of the science relative to indoor air quality
and becoming familiar with the issues. In order to assist in developing a
strategic plan, we at Reynolds suggest that a group of scientists with legal
counsel gather to consider a strategic plan (taking into account short-,
medium-, and long-range research needs) for allocating resources to scientific
research.
Before this meeting, each participant should be familiar at least with
the Introductions and chapter headings of both the National Academy of
Sciences' 1986 publication on environmental tobacco smoke and the 1986 Surgeon
General's Report. A review of those documents will focus attention on what
claims are being made about ETS and what research is said to support those
claims.
At the meeting, we might begin by briefly reviewing past and currently
sponsored research from the perspective of how that research speaks to those
claims. Then the participants should be prepared to address the following
questions:
1. What are the specific areas in which the most damaging claims are
being made?
2. What research is necessary to speak to those claims?
a. What is the probable cost and duration of such research?
b. What institutions or researchers are available to conduct such
research?

3. What research would be beneficial in the general area of indoor air
quality?
a. cost and duration;
b. availability of researchers.
4. Can we anticipate future claims that may be made about ETS and begin
research in those areas?
5. Are we presently devoting resources to research that has a minimal
probability of advancing scientific knowledge in key areas of concern?
We believe that with some advance thought, the participants can develop
the outline of a research program that will be not only a useful tool to the
CIAR and its Executive Director, but may provide assistance to the individual
companies in assessing their commitment to support research on indoor air
quality.
Dr. Fred Seitz of Rockefeller University has agreed to host a meeting for
this purpose. You should hear from him shortly with details about the time
and place. We hope you will be able to attend.
