Dear Alex:
As you know, it is hoped that the CIAR'(Center for Indoor Air Riesearch)i,
onceitisoperational,wi'1111 su~p~erviseai strategic plan for the effilcilentt
allocation of resources for research on the envi'ronment 1 tobacco smoke
problem. Once selected, the Executive Dilrector wi'll be absorbed wilth start-up
ad'ministrative matters, revilew of the scilence rellatilve to, indoor ailr qual ity
and becomi'ng familliar with the issues. Iniorder to assist in developilmgi a
strategic pllan,, we at Reynolds suggest that a group of scientists wilth legal
counsel gather to consider a strategic plani(',taki'ng, intolaccount short-,
medium-, and long-range research needs) for all''~ocating resources to scientific
research.
Before thils meeti ng, eachiparti!cipant shoul d' be fami li ar at l east wi th
the Introductions and chapter he~adi'ng&ofboth the National Academy of
Sciences" 1986 publication on environmental tobacco, smoke and the 19861Surgeon
General"s Report. A revilew of those dbcuments will focus attention on what
claims are being made about ETS and what research, is said to support those
claims.
At the meeting,iwe might begilniby briefly reviewiing past and currentl'y
sponsored'.research from the perspective of'how that research speaks to those
claims. Then the particip~ants~should bepre~pared toadldhess the fol1owiing,
questions:
1. What are the specific areas tni which the most damaging claims are
being made?
2. What research iis necessary to, speak to those cllaims?,
a. What iis the probablle. co~st and duration of suchiresearch?
b. What Instituti'ons or researchers are available to conduct such
research?

qualIty?.
a. cost and duration;
b, availabi1iity of researchers.

research in those areas?
5. Are we presently devoting!resources to:research that has a minimal

advance thought, the participants can develop:
