Following up on our phone conversation yesterday, I have set
up and am enclosing a package of background information on the
PR Division, with sufficient copies to'enable you to share
them with other members of the review group as you choose.
The enclosure consists of a division organization chart backedd
up with descriptions of each position.
Regarding the Division's mission, it iis "communications too
achieve greater objectivity regarding tobacco-related contro-
(-__versies in public opinions and poliicies."
The division does not operate with a set of'wri;tten procedures,
:;,whichiis relevan o one or the questions that arose in ou
conversation. Because of the relatively small number of persons
each has a clear understanding of the methods of'
invoTved

operations and the tasks to be performedii~n each area. Generally,
. L can describe the operating procedures as follows. As you know,,y
the director is one of the five senior people who report to me.
Bill Kloepfer is, of course,, working continuously with the three
viee presildents in his division, and in the case of Pete Sparber's
areas of special projects such as adverti~sing, opinion research
and the fire prevention program, shares responsibility for the
L executi'ons. He also is the direct conduit to the Communications
Committee, and in a necessary but not directly related capacity,,
acts as TI"s principal contact with INFOTAB and sister'assoc'ia-
tions abroad.
The publications operation xs clearly defined and includes all
published materials, except news releases, coming from The Institute.

sensitivity to needs reported~ fromithe fiield and the member
companies, andobserves long-standing procedures covering legal
clearance of all of its materials.
I know you are familiar with the speakers' work, which is en-
gendered through a variety of promoti.onal and follow-up,
techniques employed by the support staff, who report, as youu
will noteon the organization chart, throughi Sparber rather than
Merryman because of the latter''s necessary absence on the roadi
some 60 percent of the time.
Other than th~e broadcast or print interview engagements made and
kept by our speakers, and occasional media questions which reach
them in the office as aesult,of the_ir __field contacts, media
relations are mainta'~ied from a single desk~ -- a procedure
understood throuighout t 7e---sta-ff--==-fo"avoid! any problems o~f
inaccurate or imprudent responses to media inquiries. This
functionincludes preparation and distribution of TI news
releases.
As I told you, we are ready to respond promptlly, to the particular,
iinterests of'thie members of'the review group.
