July 1, 1974 Statement by Horace R. Korneqay,, president of The Tobacco Inistitute, on the 1974 Health Consequences of' Smoking, HEW report to Congress released June 28, 19:74: For the first time in these annual reports,, HEW seems to have shifted„ at least slightl'y, from its usual one-sided presentation of scientific evidence about smoking and health. The cu_rrent document contains repeated references to t"studies either partially or, wholly inconsistent" with the "'sca:entif'ic judgment" e:cpressed a decade ago by an advisory comtnittee whose report on smoking and heah th has been, until now, accepted by HEMJ' without qualification. This certainly will be encouraging to the scientists,, members of Congress and others who have recognizeathe inadequacies of'previousf reports. On the other hand, by leaving the responsibility for drafting the report in the hands of'the Clearinghouse for Smoking and Health, whose mission is to propagandize against tobacco, the Department con- tinues to produce a document misleading in important respects. Statino, conclusions from research never intended:by its authors is jiust one inescusable e_.*^ple. However, because this'report does tend to admit that there are unanswered questions about smoking,, we hope it will help stimulate the researchso badly needed on the subject.
