In a memorandum I sent to you dated April 12, 1978, 1 said, "'It shouldi
be understood,,of course,, that the Hospital does~not accept financial
responsibility for any costs beyon6the $515,732."
In rereading this memolrandum, I'felt that there couldibe some potential
for misunderstanding of t:his-sentence. The $51'5,732 is an estimate
by the Hospital of the amount that the tobacco industry would'be res-
ponsible to pay as phaseout costs if'aidiecision were made to terminate
the tobacco grant on June 3'0 1978. If the actual costs of phasing
out the project exceeded $515,732, the Hospital would consider as legit-
imate charges to the tobacco grant the full $515,732 plus those
additional costs related to termination of the grant.
