I am responding to your letter of July 11 which1I re-
ceived on July 22. My request for supporting data to verify the
amount presented for reimbursement for the period ending March 31,
1979, is based on the following:
1. "Net Expenses" of $218,190.38, coupled with
$699,131 previously submitted are considerably in excess
of the project budget for this period. It also exceeds
by approximately $50,000 Harvard's estimate ($168,300,
including 10% Supplement) of remaining "proper charges"
which was given to me on May 16, 1979.
2. -Dr. Huber advises that he was not consulted
regarding the amounts submitted and has no way of com-
paring'the amounts with his records.
3. There appears to have been no review of these
expenses by Coopers & Lybrand.
As set forth in the 1977 Agreement, expenditures of
direct project funds require approval of the principal investi-
gator. As we agreed''and!as was done with respect to the pre-
viously submitted sum of $699,131, the grantors would like assur-
ance from Dr. Huber that the "Net Expenses" represent charges

which have been approved by him. Short of an audit, the grantors
have no other basis for verification.
I understand Dr. Huber will contact your office regard-
ing his willingness and availability to review the data. I am
willing to come to Boston to assist Dr. Huber in this task. I
will be out of the office during the first two weeks of August,
but will be available thereafter. ~
After the matters contained herein~have been accomplished,
we can discuss the other expenses which have been submitted and
proceed with final termination arrangements.
Once again, I appreciate the ongoing cooperation and
assistance of Joyce Brinton and you.
