A small amount of equipment is listed as on~"loan" and is still being used; it will be available for transfer by August 15, 1980. This list was compiled by Mr. Pochay, under less than ideal circumstances, and I would estimate it is reasonably accurate. Harvard purchase order numbers,derived from industry- funded accounts, are included'wherever the records were readily available. These are not complete, but as near so (about 70%) as we can make them under the circumstances. The original purchase costs also are listed, and represent, in aggregate, equipment of about 3600,000 or more in initial value. There are those who would depreciate this value. The equipment, with few exceptions, however, is fully usable. The replacement cost today would be well in excess of $1 million. What is listed as "equipment" represents probably less than one-half the "bulk" in storage. There are, in addition, a number of things in storage that Harvard does not define as "equipment". These range from a four-year old station wagon (that was purchased to transport animals from Charlesgate West) to rather expensive diamond knives used in ultramicromy. We have in storage, as well, all of our office records, correspondence, reprints9 journalst and related accumulated materials (including all tissues and raw

V c -2- research materials,, histology slides, art work, etc.) from eight years of research effort. My estimated cost of this associated "hardware" would be $20,000-30,000 or so, and the associated research materials are, to me, priceless. Relative to the discussions that have been held with industry representatives, I would like to~transfer all of this equipment and materials to the Tobacco and Health Research Institute at the University of Kentucky in Lexington. The Institute will pay all moving costs, contingent upon transfer of title to the University of Kentucky. It will be my intent to carry forward (in~part) in Kentucky the kind of research effort funded by the ind'ustry at Harvard~, and this equipment is ideally suited for this objective. The Institute is well-equipped, in many ways, but it has had a program of an entirely different nature and the resources there, although significant, are different. Vie could not continue our current effort without the industry-sponsored equipment. Some have raised the consideration the equipment in storage here should not be transferred to Kentucky if it represents duplication within the Institute or if it will not be used. I agree with that consideration, and would not want to take anything that will not be utilized by us for a productive research effort in Kentucky. I have not had~the opportunity to appreciate fully the existing equipment inventory in Lexington, however, and will not well be able to do for several weeks. I request, therefore, that if the industry is in accord that our equipment here be employed'usefully in Kentucky we now arrange transfer of it to: Lexington at the University's expense. Any industry-purchased equipment that represents duplication or that will not be employed in the Institute will be made available for further disposition from Lexington, if the industry desires, after I have had the opportunity to assess these matters more fully in person. We can make any potential transfer of title to the University of Kentucky contingent on this consideration. I would like to see this matter resolved before I leave Boston (about August 18-20 or so), as I would not look forward to handling these things from a distance. I am very grateful for all that the.industry has done, both in the research program over the years and in this difficult time of transition. I do hope they will decide to give us the opportunity to use the equipment in our continued research effort at the Tobacco and' Health Research Institute. Please advise me on how I should ~ proceed.
