The research undertaken by the investigators at the Harvard Schoo.U of Public Health is billed to us through the Department of Medicine at the Beth Israeli Hospital, as a subcontract to Harvard Medical SchooL and our tobacco industry research funds. --_~-.: - -- r ! ` BETH}.SRAEL ~'i0SP1TAL~ ~ H.c~Rt'A~CD MEDICAL SCIj(+'CL ( ~ This is admsnistered'this way because the Harvard School of Public Health and the Harvard biedical'School are independent of each other within Harvard University, each having their own,Dean andiseparats administration. I have written you under separate cover requesting permission to transfer any remaining funds in the currently-existing tobacco industry research accounts at Harvard, originating from the initial 1972 agreement, to the new accounts established through,the renewal agreement of 1977. If that is acceptable to you, the following,matter can be more easily handled. If not, we will have to develop an alternative solution. The problem is that the billing for the salaries and,for some of the services, as weLl as some minor equipment purchases, from, the Harvard School of Public Health is delayed, sometimes by several months, for reimbursement by us. This is a matter totally internal within the Harvard School of Public Health Administration, and has not presented an,v problem except that it is now anticipated that some of the billing for the current academic year will not be transferred to us until after the current agreement has expired. I am,writing to request permission to bill any expenses incurred by Dr. First in the last quarter of this academic year to the renewal funds if those expenses are not billed to us until' several months later. This does noU represent any change or reallocation of our commitment to Dr. First and his group, but rather a technical detail of timing and billing of expenses-by that group. We cannot keep the account open for the current funds beyond September 1, 1977, and'it would not be practical for Dr. First to bill us for the summer expenses until somewhat after that time. The easiest thing,,I believe, wilI be to transfer any existing funding,remaining in the current account to the direct costs budget and account for the incoming money. O ® W ~ .ii ~
