Although this matter has been covered several, times in the past
by David R. Hardy, would you please send me a letter, which I can
transmit or foiward on to the Beth Israel Hospital' administration if
necessary, authorilzing me, as the Principal', Investigator of the tobacco
industry research funds, to do the following:
1) Designate auth ority to one of my Associate Research Investi-
gators responsibility for approving, in my personal absence, direct cost
expenditures against these funds, exclusive of expenditures for reno-
vati,on (which must be, by the agreement, approved by both the Principal
Investigator and the sponsors) and exclusive of expenditures for
professional staff (approval, for which I reserve solely for myself)'.
2) Transfer of monies betweenithe budget categories submitted with
the agreement (between categories for personnel, supplies, equipment,
travel, et cetera), to serve the best interests of the project, as
directed by the Principal Investigator.
3) Carry over from one year to the next direct cost monies in hand
at Harvard in an amount not to exceed $20&,000, as stated inithe 1972
agreement.
In regard to the last point, I woulld like specific permission to
carry over any unspent monies from the first five-year funded agreement
period into the first year of the ren eaal funded agreement period,
transferring after September 1, 1977 any remaining funds from the
currently-existing (1972-1977) direct cost account at Harvard (#60-092-
9006-2)' to the new (1977-1980)~ account at Harvard (#60-092=4717-2)
established for direct project costs.

In all of these matters, I will take full responsibilities for the
expenditures of all tobacco industry funds towards meeting the goals
and guidelines established in the original 1972 agreement and the 1977
renewal agreement between the industry and Harvard University.
If I can be of any specific help in: clarifying this request, please
do not hesitate to call me directly.
