I have visited a res^arch facility (October.3, 1977) operated
by the FISFFI (Dr. Melvin W. First group representati.ve) at
Charles;rate West Rescarch haci liity, 6 Charle.sc_I.:te West, Postor.,
Massachusetts 02115.
This group ohcrat-ed at the Bo..ton Ci.y IIo:~pita1i until recently
and does resear-ch on effecj'F- oF smo'.-,e inhalati~on. They use
rats and, pigeons alraost exclusively, although a few rabbits
were on hand.
The faci liit~% is a convcrted office ruid' storage area and, al-
though at t'ie time of visit, was not satisfactory as an animal
care facility, both troan the standpoint of aninral and hu-man
health and safety and efficiency of care, iit could be made
corapletely satisfactory.
The chanr,,es recommended' were:
1. Improve ventilation in orf3er to provide adequate
air chan~ins (10 to 12 per hour).
2. Do not recirculakea;rimall colony air. Make up air
can be taken from the exhaus'.: of space not used to house
animals.
3. Although a single roornifor rats and a single room
for pigeons may be adcqaate, the ccntrol of inEectieus diseases
becoi-iies more difficult. The sNac~: ].a?t~: een racl:s must provide
the protestion thet ro.om di,;iciers would ordinari.ly provide.

devised to sanitize or sterilize the eqpii};incnt c ft'er usc
before it is used on other. ni.mols. If i-his i.s not-t practical,
then the number tested on unsanitized equipment should he
reduced to the smallcst practical and a protocol of use dra::n
up and followed N-:hich will assure that the same equipment is
always uscdion the same animals in the same order of use.
5. 17ie floors should be repaired - the vinyl (tile))
floor now in, use is adequate provided' broken tiles are re-
placed and the floors thoroughl_y cleaned and o:avedi. Dry
cleaning of the floor is recommended with a routine disin-
fection schedule (weekly) followed.
6. Cei_lings (tile) are satisfactory provided they are
repaired and intact.
7. Walls are satisfactory provided they are intact. The
wall-board surfaces do not need resurfaci>>g. A cleanable, hard
surface paint should be applied to other surfaces.
8. A rack and cage washer is needed'to saniltize eq.iip-
ment to the degree necessary for the control of contagion.
This implies the equip:nent to heat, pwr p and discharge r:,,ter
which may be adequate, but was not checked'. For example, small
two-inch sewer pipes below the point of connection, will cause
a pressure back up through sinks and toilets above the point.
9. Racks may be hand'washed andidisinifected regularly
witliout thL~ rack washer, since they doi not come in contact '::ith
the animals. Therefore, a cage washer would be satisfactory
although not as convenient.
10. Storage snace for faod, b^dding an' .. pi;ii2s ~._
provided outside the animal roo-ms. ,
The Animal Resources Center (IIIiS); will provide a revie=:: et plans
and advise further regarding the operation of this facility,

rigid standards of the "Good' LQiboratoiry Practice Act" as re-
quirad by the Food and Drug Administrationi.
