Huber RE: RenovationExpenoiitures DATE: March 5, 1978 Regarding your memorandum of March 3, 1978, it is our intent to approve all renovation charges initiated at our request, contingent of course only on our being able to use the facilities so renovated. I have so informed Ms. Coulman and Mr. Kneeland. We have approvedialways, to the best of my knowledge, all charges against our grants, that we initiated or were responsible for, and we have budgeted for payment the amounts ($43,925) involved for the renova= tions we requestedlat Charlesgate West. The agreement that was signed between,Harvard Medical School and thee tobacco industry requires, as stated in item 9 of the initial proposal, that "with particular reference to the budget item 'Aliterations and Renovations,' any expenditures chargeable to such itemishall represent construction or alter- ation that most effectively implements the project --- and shall be subjiect to prior approval by the principal investigator and'the sponsoring companies."' Iif the invoices iniquestion transmitted for payment without those approvalis, it would represent a rather grave violation of the agreement. In regard tolmy specific obligations to the tobacco industry grantors, as the principal investigator, I at this time have two primary responsibilities: 1) To expend monies in accordance with the agreement with which they were awarded. 2) To assure the grantors that said expenditures effectively implement the project for which the funds were awarded. When I reeeivedithemifrom the Beth Israel Hospital Purchasing Department, I forwarded on to ?41r. Shiinni, our liaison to the tobacco industry, the invoices for the renovation expenses. When I have his approval, I, will transmit as well my approval to Harvard, contingent only on our both meeting the two specific obligations noted above. To facilitate andiexpedite payment of these renova- tilon expenses to the Hospital, we have scheduled a meeting with Mr. Kneeland! to determine a partitioned billing between the tobacco industry sponsors and the National Cancer Institute sponsors for their representative costs involved. 03748444 I would emphasize again, there is no q,uestiion,whatsoever in our accepting responsibility for these renovation costs, if of course we can stay in the building andiuse the renovated space.
