First of all, you ,,Ai'have requested direction concerning application of sums from the Pulmonary Teaching and Training Fund. As you know these monies are ~, referred i:o in Appendix A to the Extensi.on Agreement a "Clinical Services" in the following amounts: 1977-78 -$50,000.00t 1978-79 -$55,000 and 1979-80 - $60,000. Regarding expenditure from this fund, I quote, in part, from my letter to you, dated March 9, ~ ~ ~ 1977s, "zt is the expectation and intention of the grantors that the funds . . a be used to help support teaching and clinical training at $arvard in the general area of pulmonary ~'',medicine, such funds to be used only for salaries of fellows and faculty in the Sarvard Department of Medicine who are directly associated'in a clinical or train- ing capacity with the smoking and health research program.• It is not the intention of the grantors that the funds be applied in payment of compensation to persons who are not directly associated

t with the smoking and health research program. I hope this clarifies 'any question concerning use of the Pulmonary Teaching and Training ~4~ `' °F You will recall your letter of February 21, 1978, with which you forwarded requests for payment of the costs of the reno-: .n vation recently completed at Charlesgate West. From our discussions I understand that an hllocation of such costs among the various ~iresearch projects being conducted at that facility is currently in the process of determination. We will await that information before responding directly to the requests for payment. HoWever, in , the spirit of the agreements governing the smoking and health research program, I would anticipate approval by the grantors'of the tobacco program's fair, proportionate share of the renovation, if the work has been performed to your satisfaction and if the Charles- gate facility will be available for the research contemplated by our agreements.
