The Honorable Joseph A. Caldfano, Jr.
Secretary of Health, Education andWelfare
730~Independence Ave., S.W.
Washington, D.C. 20201
Dear Joe:
I have read your correspondence of February 16, 1978 and fully
support your views. You are to be commended for your leadership
action in attempting to further control the threat to public
health poaed by cigarette smoking.
Allied Chemical's current policy regarding this issue is that we
support and enforce OSHA's Sanitary Code which prohibits smoking
in work or eatingareas where known toxins exist. We also prohibit
smoking in those work places where smoking is a threat to the
safety of the workplace. In addition, we provide a variety of educa-
tional programs concerned with the amoking issue and permit and
encourage employee attendance during working hours. For example,
"Smokenders" currently has a program for our employees here at
Morristown. We have incorporated similar information in our annual,
Safety Program, including literature sent directly to every employee's
home and family.
Your letter and HEW's policy has prompted aeveral,ques6ions that our
Hkdical and Occupational Health experts will review. We will evaluate
our ability to enlarge our no smoking areas and discourage smoking
both on and off the job, while at the same time being sure to consider
the rights of all workers.
I am confident that this overall effort will lead to a growing aensi-
tivity and awareness by our employees of the proven hazards of cigarette
smoking.
Sinc
A. B. 'Irowbridge
