Dear Mr. Califano:
I just received.your letter dated February 16th
concerning,your internal guidelines on smoking.
As you know so well, there are many needs that
almost cry out for improvement in many areas
across our country. I would hope that HEtI could
address itself to these critical issues with all
the energies and talents at your command. I am
not sure that Government imposing their point of
view on individuals concerning their personal
habits is as fruitful as it may seem on the surface.
You may also want to consider the rights of people
who choose to smoke rather than imposing on people
Government's point of view. It might be better
to continue the informational program that may in-
fluence peoples' free choice on their personal
habits.
In'any event, I wish you well on addressing the
major issues that confront the country.
