P In conclusion, Mr. Chairman, this country and its citizens are confronting massive problems. The people are -&w looking to the President and the Congress to provide leader- ship and to set a course which~ our Nation can follow. Many of the most serious concerns fall within the jurisdiction of Mr. Califano' s department -- welfare reform, social 4 security increases, runaway,hospital costs and deteriorating education. And yet, we are here today to discu ss initiatives to coerce, repress and tamper with personal behavior and individual freedom. I think the public views Mr. Califano`s initiatives in much the same way. And if editorial reaction and editorial cartoons are any measure, Mr. Califano's program has fallen flat with the public. Whatever he may believe, it appears that the American people are in no mood to be browbeaten and lectured into following Mr. CalifanoTs crusade. His strident language and his barely masked coercion are not what the American people want.
