The materials I am enclosing are as follows: (1) The statement of the Tobacco Institute delivered' by Horace Kornegay re S. 3118 to the Subcommittee on Health~ and Scientif ic Research of the Committee on Human Resources, U. S. Senate, last summer. Attached to the Kornegay statement is a summary report of a survey of student drug use in San Mateo county, California; (2) Some additional materials relating to the San~ Mateo county study; (3) Some materials relating to an anti-smoking program in San Diego, California. The report,- which appeared in the San Diego, California, Union on Febrtiary 15, 1979, explains why the program was abandoned and is particularly enlightening; (4) Various new articles relating', to the use of tobacco and marijuana by young people;
