I Lloyd said he has been working on such a proposal for some time but never presented it to the General Assembly in the form of a bill because he did not want "to push a bill whose time hasn't come." But he said there might be enough support for it next year. "I see a very strong swing toward the rights of the nonsmoker," said Lloyd, who has championed anti-smoking causes throughout his tenure in Connecticut. It was at his urging, among others, that the state adopted a law banning smoking at public meetings and limiting it to specified areas of hospitals and other health care institutions. Lloyd has restricted smoking in offices 'bf his own health department. And recently he said the state departments of education and transportation have adopted rules to restrict smoking in their offices. Basically, those rules say that in working areas where some employees object to smoking it will be banned. . And Lloyd would like to see that kind of thing extended throughout the state. l{e has been prodding federal officials to consider the dangers of smoking when they set up occupational standards in 4ny work place. He is especially concerned about public places like restaurants and bars. Another area of concern to him is the state's three jai alai frontons where smoking has been allowed in the past. Hartford Jai Alai is now requesting its patrons not to smoke in the main seating area. And Lloyd said he has been working with the gaming commission to get similar restrictions imposed at the arenas in Bridgeport and Milford. Louis Fiocchi, racing director for the commission, said he has sent letters to the frontons asking their voluntary cooperation.
