Woods, chairman of the ASHRAE stan- dards project committee. "In smoking areas, the costs of both installing and operating air handling systems probably will increase,"- Woods said, but de- clined to speculate on the amount of increase. A spokesman for the Energy Department, who has run computer analysis of the stan- dard's impact on commercial buildings, sai(T that in a worst- case situation, assuming every- one in a building smoked, the standard could double heating and cooling costs and required equip- .ment capacity, also raising peak demand. However, both noted that the standard also includes a specif- ication linking the amount of air recircufation permitted with the . efficiency of a building's air cleaner.
