Forgive me for writing you rather than calling, but I am on
vacation and can handle this with dictation which will also
give you hard copy to distribute to tsther members of your

Standard. I did not personally sit on the 62-81 Revision
of the Ventilation Standard, but I am cognizant of the exacting
process that any standard goes through. My company was
represented on the committee and I know personally or profes-
sionally most of the committee members who sat in the revision
process.

In all, the review task took over three years to accomplish,
requiring a number of meetings including a six month public
review period'during which all public comment had to be responded
to or resolved by the task force. There were a number of revisions
in the Standard as a reflection of the increased technology and
awareness of indoor air quality, There are different recommended
ventilation rates in the Revised Standard reflecting a variety
of air quality problems including cigarette smoke. As a consensus
be a consensus among the committee members. This is a long
and tedious process since the committee is made up of many
disciplines and industry segments. This particular standard~
revision was overseenby T'.C. 4.3 which is charged with the
area of Ventilation Technology. The responsibility was shared
by several interdisciplinary T.C.'s including 2.3 (Gaseous Filt-
ration) and 2.4 (Particulate Filtration). Several members of
these T.C.'s sat on the Standard Revision Committee representing

Standard, each of the ventilation rates for various space and
occupancy usage was voted upon by the committee. In turn,
these values were critiqued by appropriate and related T.C.'s,
interested members and~the public at large. To the recollection
of an executive of my firm who served on the committee, there
was no public comment refuting the need for higher ventilation
rates in the space serving smokers.
I have reviewed as a matter of interest a cross-section of the
committee and found it a thorough representation of industry,
technology, and of engineering. To my knowledge there was no
member on the committee from the tobacco industry, although a
member of this industry sits on 2.3 and was an officer of that
T.C. during the revision period.
A.S.H.R.A.E. is a volunteer organization that depends on the
donated talents and time of its members and the funds of those
same members, as well as industry, to fund'an extensive research .
program..The research activity is the world's largest such indepen-
dent activity funded by a Technical Society.
A significant quantity of the Research activity currently is
being devoted to issues of air quality. With the dual concern
with ventilation reduction for energy conservation motives and~
a concurrent concern for healthful, comfortable air quality tTe
support for the current research has developed~. I feel this
activity is important to you and I as individuals and to our
firms, that it deserves financial support from your company
and support from individuals such as yourself in participation
in T.C. and various Task Forces. It is in this fashion that
you can be kept informed about important breakthroughs in tech-
nology and air comfort engineering.
