Some time ago I indicated that I would learn something

I have thumbed through the material and can see that w~
considerable additional digging and conversations with

members of the project committee will be required to
fully understand the bases of these standards. I think it is
was reviewed by the ASHRAE Standards Committee (roster
attached, Exhibit 4) and was then forwarded for approval
to the board of directors (roster attached, Exhibit 5).
Further commentary on the review process is contained
in the attached letter from H. E. Burroughs to John
Gallagher, dated June 2, 1981 (Exhibit 6). I understand
from Joseph Olivieri that the standard has been sent to
ANSI, and they are expected to rubberstamp and adopt the
standard. I have also included a copy of the original O
standard, 62-73 approved by ASHRAE January 28 1973 ~
'proposed' standard came out of the project committee, it
and Acceptable Indoor Air Quality", dated October 19, 1978,
a pre-print of which is attached (Exhibit 3). When the
Apparently the committee relied heavily on a publication
by Dr. Woods entitled, "Energy Conservation, Ventilation
of the ASHRAE'org, anization as it relates to the Standards for
Ventilation Required for Minimum Acceptable Indoor Air
Quality, 62-73R (Exhibit 1). The roster for the project
committee that devised the draft of standards dated January 15,
1980 is shown in Exhibit 2. I spoke with Joseph B. Olivieri
(Woods was traveling out of the country at the time), and'
he indicated that the moving forces behind the separate
standards in areas where smokers are present were the
Chairman, Dr. James E. Woods, and Dr. Robert J..M. Horton,
retired from the Center for Disease Control in Atlanta. _

important that this be done. If you concur, I would
suggest that we appoint a small group (perhaps two) of
:industry representatives for this purpose. I also believe
,'that a review of these standards would be an appropriate
subject for the workshop that Rylander may organize in
the future.
