I am writing-this to you in your role as Chairman of
APCA's Technical CounciS.
~r we have had to limit formal meetings to once a year at the
National APCA meeting and we keep in touch at other times by
correspondence and telephone...
annual Committee.meeting. Our membership is so far-flung that
since many key members cannot attend the APCA meeting and our
and 1989. At any rate, in those years when the two meetings
coincide our Committee operates at a significant disadvantage
in 1984 and 1986. I have not seen APCA's schedule beyond
1986, but ASHRAE's schedule has been established through 1989'
and tt appears that there might be conflicts again in 1988
APCA's Committee on Indoor Air Quality (TT-7) has been
in existence now for almost four years. As our Committee
becomes more active and we want to draw more effectively upon
'the expertise within this important and developing field, we
have been running headlong into the time conflict between
APCA's and ASHRAE's annual meetings in late June which often
,coincide exactly. These annual meetings will again coincide
As you may know, ASHRAE has several committees whose work
Smpjnges on APCA's activities (e.g., TC 2.3 - Gaseous Contami-
nants, and TC 5.4 - Industrial Gas Cleaning and Air Pollution
Control). The work of these corsnittees undoubtedly suffers
from lack of participation by certain APCA members. Likewise,
as stated earlier, active and important participation in APCA
is prevented for certain members by their involvement in ASHRAE.
From the vantage point of the TT-7 Committee, we see a strong
and continually developing interface between the t•ao associa-
tions. APCA is (or should be) becoming more concerned about
total human exposure to air contaminants which consists pre-
dominantly of indoor exposures. ASHRAE, on the other hand,

has been traditionally concerned with the energy efficiency
and comfort of the indoor environment. But over the past
several years increased concern has developed about indoor
exposures to air contaminants whose concentrations can be
increased by energy conservation measures. Therefore, it
behooves the two associations to delineate their technical
interfaces and make it possible logistically for these
interfaces to develop.
obviously, it is not possible for either association
to change its schedule during the next few years when spe-
cific tin-as, cities, and hotels have been selected. But
after that, it might be possible to coord:inate the schedul-
fng of meetings to prevent conflicts. In the meantiae, APCA
might suggest to ASHRAE that technical sessions and co:rmzittee
meetings relating to air quality issues be scheduled primarily
for their semi-annual winter meetings. I'm not sure how
feasible this would be. As a former member of TC 5.4, I
know that ASHRAE has an extrer.ely strong and effective com-
mittee structure, and committees normally meet at both
national meetings during tlre_ year.
We urge APCA to develop a dialogue wlth ASHRAE to see
how the two societies can work together effectively so that
maximum use can be made of the expertise of those whose capa-
bilities and interests are of value to both organizations.
