4. american national standards institute, inc • 1430 broadway, new york, n.y. 10018 •(212) 354-3300 Cable: Standards, New York International Telex: 42 42 96 ANSI UI April 10, 1981 Mr. Lawrence B., Spielvogel LAWRENCE G. SPIELVOGEL, INC. Consultin g Engineers Wyncote House Wyncote, Pennsylvania 19095 Dear Larry: Subject: ASHRAE Standard 62 It was good to hear from you again and hope you~are well. ASHRAE standard 62 has not been formally submitted to ANSI as yet. As you know, the draft was included for open review in the April 18, 1980 issue of Standards Action with review closing June 18, 1980. Our normal pro- cedure requires formal submittal within six months of the closing date with extension, possible upon written request. One such extension has already been granted to April 30, 1981 and I have just received a request from Jeff Hohn to extend the deadline to July 30. This will be granted in keeping with our current procedures. With respect to•your comments, I can assure you that they are in this draft's .case file and documentation to show an attempt to resolve your objections must be provided at the time of formal submittal. This formal submittal must include all evidence tha t consensus has been achieved. ANSI Staff prepares a letter ballot to the Board of Standards Review. The members could approve the standard based on the evidence provided, however, a negative or request for discussion from any one member will automatically add the case to the agenda of the next BSR meeting. These meetings take place on the third Thursday of every month dictated by the amount of work to be don e. All known negators are copied on approved/disapproved letters and have an opportunity to appeal the decision. If a request for appeal is received, it is ack- nowledge by me and the original action of the BSR is suspended pending adjudication of the case. This requires both sides to appear before the BSR to present their arguments with the BSR subsequently making its decision. This decision can again be appealed, this time to ANSI's Board of Directors. I have enclosed a copy of the Operating Procedures of the BSR which may be of interest to you.
