Following please find my comments on the above draft revised Stand-
ard.
In 5.1 a suggestion is made that provision for air flow measurement
should be included. Such a broad sweeping statement needs further
clarification by suggesting the techniques to be used and the manner
in which those techniques should be applied. Otherwise, all one
would need to do is to punch a hole in the duct work and comply with
the suggestion.
In 5.7 the requirement that combustion air supply rate be demonstra-
ble is not very practical, especially in housing. Even with the
minimum amount of infiltration found in housing, more than adequate
infiltration air exists to provide for proper venting.
In Table 3 the difference in outdoor air requirements for smoking
and no smoking is not consistent or uniform and does not have any
technical or experimental support. Moreover, it is implied that
either all persons are smoking or are not smoking, without any guid-
ance as to the possible or probable percentage of each.
Also in Table 3 the outdoor air requirements for residential facil-
ities do not discriminate among smoking and non-smoking and there-
fore contradict the approach to Table 3.
In general this Standard has become substantially more comp lex and
non-specific when compared with the previous version. While the
previous version was readily referenced in Energy Conservation Stand-
ards, it is serious doubted whether the complexity introduced in
this revision warrants consideration of adoption in future Energy
Conservation Standards since the complexities are typically beyond
the comprehension of the average practitioner and Building Code
official. p
