Tentative Disposition: The Committee does not plan to submit this resolution to the Convention. The Committee yields to the Office of Volunteer Personnel and the General Supply Office who are currently testing alternate means of recognition as Resolution No. 12 Submitted by the St. Paul Area Chapter, St. Paul, Minnesota SUBJECT: This resolution proposes that the American Red Cross establish a policy of discouraging smoking in common areas, meetings, and conferences and that provision be made for times and places where smoking can occur. Tentative Disposition: The Committee plans to submit a resolution~to the Convention on this subject._ See Proposed Resolution A. The Committee recognized the role of the Red Cross in education in awareness of health hazards as outlined in many of our Health Services programs. A consistent attitude towards heaLth hazard habits is essential to the rein- forcement of the course materials relative to smoking. At the same time this Committee does not feel it is the role of the Red Cross to legislate public behavior. For this reasorn we have changed the action part of the resolution submitted by the St. Paul Area Chapter to accomplish the intended goal of the resolution while at the same time not making it a part of Red Cross policy. Resolution No. 13 Submitted by the Lorain County Chapter, Elyria, Ohio SUBJECT: ESTABLISHING A VOLUNTEER SAFETY SERVICES COMMITTEE This resolution proposes that a National Volunteer Safety Services Leader- ship Committee, representing all geographic areas, chapter sizes and Safety Services interests be established to provide input to the national Safety Services staff on matters pertaining to volunteers and to assist in inter- preting these matters to chapter volunteers. Tentative Disposition: The Committee plans to submit this resolution to the Convention as modified.
