Dr. George Schafer and I met for approximately 45 minutes
this morning with Mr. Robert G. Wick, executive vice
president; his assistant, Mrs. Waite; and Dr. Lewellys F.
Barker, vice president for HealthServices, for the
purpose of discussing the resolution which "RESOLVED,
that smoking be discouraged in common areas, classrooms,
meetings, and conferences of the American RedCross."
This resolution was presentedto the national convention
of the Red Cross by one of the state delegates on May 26,
1982.
After describing generally the mission and function of
The Tobacco Institute and our concerns about the resolution,
Dr. Schafer went into considerable detail on the question
of passive or public smoking. We made it clear to the
Red Cross representatives that the medical and scientific
evidence on this subject to date has not provided adequate
proof that tobacco smoke is detrimental to the health of
the non-smoker. Dr. Barker indicated that he was presently
studying the subject and would welcome any studies and
comments which we could furnish to him. He went on to say
that he, of course, was in the process of receiving informa-
tion on the subject of passive smoking from other groups and
organizations. He appeared to be very open-minded~on the
subject and will consider our views in connection with it.
Dr. Schafer will be sending to him our information within
the next few days.
Mr. Wick made it plain that the resolution has not been
considered and, therefore, not approved by the Board of
Governors of the American Red Cross. He told me later that
the next meeting of the Board of Governors would be in

October and'that there was a possibility that the resolution
wouldbe discussed at that time. In addition to the objection
of the tobacco industry to the resolution, I indicated that
there could'be rather strong, opposition to it coming from
certain areas of the country. Mr. Wick did not disagree
with this statement. All-in-all, the meeting was very satisfac-
tory and cordial. Both Dr. Schafer and I left with the impres-
sion that Dr. Barker as well as the others were appreciative of
our visit and interest in the matter.
