In our view, none of the four proposals perfectly suit our needs or are entirely feasible. However, all four appear to be in sufficient shape to be successfully modified. C We recommend that we proceed with a detailed planning phase during which each agency is directed to work with our lobbyists and area directors to devise and test specific strategies, and to have them in place and ready for use as early as possible in the new year. Once that work is complete, we will return to you for review, comment and approvals. As you will read, we had expected a fifth proposal, one from an agency in Mississippi. That firm ultimately chose not to respond with a proposal. At this late date, it would be our recommendation not to move forward in that state with another agency. We would like to secure your agreement on our recommendations by phone in the next few days, so that each of our local working groups is given an adequate amount of time to complete its work.
