RE: New York Position Papers

Enclosed herewith please find position papers on each piece
of legislation which was considered in the New York legisla-
ture last year. For your information, our 1983 distributio
plan is as follows: first, we plan to hand-deiiver the
issue papers to all the relevant sponsors of each piece of
legislation; second, our legislative counsel will mail on
Shea & Gould stationery the issue papers to each member of
the Assembly and Senate who have not already received them.
The mailin g to the members of the legislature wi11'occur
within the next few weeks.
The issue papers by themselves will not have a significant
impact. However, we wish to demonstrate to several members
of the Assembly and Senate that the intentions of some of
those sponsors are ultimately to prohibit the sale of
tobacco in New York state. We believe these intentions will
become more apparent to several members when they view the
plethora of anti-tobacco bills collectively rather than
focusing on each individual bill in an isolated manner.
.I thought youtd have an interest in being aware of our
distribution plan. We will keep you apprised of our other
efforts to defeat such legislation.
