During various discussions a"t Phbenix with the,
TI Executive Committee, and representatives of some of
the wholesalers who were attending the National Tobacco
Council meeting, it became clear that the individual
state wholesaler associations can and should be better
used as resources for fighting punitive state legis-
lation. If the wholesalers to whom we spoke are
correct, many of the State Associations are equipped
and eager to help - but they need to be motivated -
and perhaps not solely through~the TANmechanism.
The "upshot" of this rambling is that my notes
indicate that the TI Executive Committee asked Sam
Chilcote to consider with the State Activities Policy
Committee how the State Wholesalers' groups can be made
more active.
Please coordinate with Sam the raising of this
issue with the Committee.
