.. ALLIANCES AND COALITIONS' NATIONAL, REGIONAL AND STATE SUMMARY In order to build and strengthen the entire state and local (and national) legislative support program, the State Activities Division field~staff and headquarters personnel have emphasized the establishment and development of strong relationships and alliances with organizations and industries sympathetic to tobacco industry issues. The alliance and coalition building program has three_ma,jor objectives: o to create a more positive image of tobacco and the tobacco family in each state o to create a pro-tobacco alliance and strengthen efforts to overcome propo,sed~anti-tobacco legislation, regulations or programs o to create a broader, stronger pro-tobacco constituency that can help prevent anti-tobacco measures from being introduced legislative situation, and in each geographical location, is to forge an effective coalition from the best, most productive and useful resources available. Therefore, a composite coalition will vary from issue to issue, from one state or region to another and from one period of time to the next. The primary alliance/coalition targets.in each state, region and on the national level are relatively consistent across the country on issues affecting tobacco. The goal in each specific issue or Wherever tobacco industry issues are involved, certain types -- and some specific -- groups, association~s and organizations recur regularly in our coalitions. For instance, the groups whichiassist most frequently in our efforts are: state wholesale tobacco distributors and vendors, restaurant owners, hotel/motel associations, retail and wholesale grocers, agribusiness council and others. On a given issue in any state, the coalition may also include the NFIB, unions, bowling proprietors, convenience store owners, outdoor advertisers and liquor/beer/wine wholesalers and retailers.

The building of new and maintenance of all alliances and coalitions is one of the most important functions and responsibilitites of the State Activities Division. The process of establishing and~developing friends of the industry will continue with emphasis. Representative coalition groups with which we have established involvement are listed on the following pages. I
